She's Momo Ryuju. She first appeared in Kei's introduction chapter, as the president of the astronomy club and a yakuza boss daughter. Her first speaking role, though is in chapter 116, being interviewed by Karen and Erika.
Her name alludes to the Jewel of the Dragon's Neck, one of Kaguya-hime's impossible requests, given as a task for Ootomo no Miyuki. This chapter pretty much confirms that she's going to be Prez's "impossible request".
Episode 5… This series becomes more of a gem with each passing episode, goddammit. And Chika is confirmed as its unsung hero. I didn't expect the love advice skit to have a follow-up, but it was a perfect one.
Now that first service in the volleyball bit… That shouldn't even be physically possible… And taking a picture of someone blinking with split-second precision is also not that easy. >.>
Seems like episode 6 will finally introduce the mysterious Ishigami. He'll have one hell of a high bar to clear.

As is their cute little stalker, although she won't get an actual role until much later, probably in S3 if there's any.
Keeping track of the adapted chapters:
- Ep 1 -> Chapter 1, 12, 5
- Ep 2 -> Ch 11, 7, 6
- Ep 3 -> Ch 14, 8, 9
- Ep 4 -> Ch 17, 18, 19, 20
- Ep 5 -> Ch 16, 23, 21
Next episode is apparently ch 24, 25, and 28, all of which include Ishigami's first shtick. Pretty appropriate.
Thus, so far the unadapted chapters are 2, 3, 4, 10, 13, 15, 22 (shoujo manga), 26 (third love consultation), and 27 (wiener).
My prediction for ep7 is 29, 30, and 31. Ep 8 and 9 will cover "Kaguya gets a cold" arc (33-38). Ep 10 is more episodic hijinks, ending with chapter 40. Ep 11 is 41-43, and final episode is 44-46.
If you know when to take the picture it's not hard.

During the prior parts of the story, he's demonstrated to be a quick thinker who formulates his plans on the fly to contrast Kaguya's more methodical planning and use of her influence. This entire arc is him using his influence to set up his plan and forcing her to think on her feet to get what she wants. It's actually an incredibly effective trick to use, because it forces them to view each other as equals. Having stepped into each other's intellectual shoes is what leads to them kinda-sorta-maybe hooking up.
Just a small eureka moment I thought I'd share.

Definitely agreed. There's one moment in a recent chapter where he makes a #MeToo crack that had me cringing, but aside from that, he's got a great character arc and is just a compelling guy all-around.
It's been fun.He does take a while to start being awesome though. Episode 6 only showed him as an emo guy scared shitless of Kaguya.
Next episode has the club discussion, which is one of best early Ishigami chapters.
The latest chapter had omega spoilers for anime viewers.
