You proceed burrowing diagonally upward, until you eventually strike a layer of firmly packed cobblestone. It doesn’t seem like you’ll be able to burrow through this layer using your powers. You can also hear footsteps and occasional voices above, though you can’t make out what they say.

There technically isn’t a wall immediately close to your position, as far as you can tell, but you begin digging around to see if there’s a more vulnerable spot where you can breach to the surface. You find a couple more locations where you encounter stone-built walls, but you also find brief portions where there is dirt here. You begin parting the dirt through, making a small hole just big enough for you to slip through. Should you peek through, you’ll find yourself along the side of a narrow street bordering two somewhat dilapidated stone houses. Most of the buildings around you are somewhat small in size, only a few dozen or so feet in length and one to two stories in height. A few civilians wearing pelts pass by, gathering to what appears to be a small feast near the center of the city, further north. As you’re relatively well tucked into the ground, they do not seem to notice you. You cannot see the harbor area or south market area from your position, though you presume it is reasonably close.

@BlackMageAnolis: Actually, you have enough room around you through which you can burrow with your powers that you can pull yourself and Blizzy out. Also, if you still intend on digging through the wall, how do you intend to go about doing it? It should also be mentioned that the wall right next to you at this moment is the same wall as that of the house you're next to, as the wall and wooden boards you encountered earlier were a bit further east from where you are now.

The two of you wait until there is nobody immediately around you, and then you widen the hole just enough so the two of you can crawl out. You then step out, looking around the nearby streets.
As mentioned before, there is a feast gathering near the center of the city, meaning it will be difficult for the two of you to pass through that area undetected. Now that you’re up higher a bit more, you can see parts of the southern market and harbor area, since most of the city seems to slope up as you head inland. You cannot see the parts of the city immediately east and west of your positions, due to the houses blocking your view, but you do see a large temple in the distance up north, though you will likely pass through the feast area unless you can find some other route. You also hear footsteps in some of the streets nearby, but none of them seem like they’ll enter the alley you’re in.

Judging by the layout of the city, the temple building on the north side of the city is probably the most likely candidate for a prison, though it seems more like a palace complex than something solely dedicated to detaining people. Some of the smaller buildings may also serve as holding cells.
Peeking around the immediate area doesn’t reveal much new information, though you can now see where some of the guards are positioned. Outside of the patrols over by the harbor, there seem to be two guards stationed nearby each avenue out of the city, and a few more positioned in houses between the two major avenues on each side of the city. Each guard seems to be crouched up on a raised pile of rubble such that they can easily look over the walls, or they are alternatively ensconced within one of the dilapidated houses themselves. You occasionally see a few warriors walk up to relieve some of the guards of their duties. Although the walls and housing do seem a bit sub-par in terms of fortification efforts, it seems the guards are more poised to defend the city from outside attacks or raids than to prevent people from escaping. From what you can glance of the upper city and the two avenues there, the situation seems to be somewhat similar, though you do see more warriors gathered at the feast, and a chief-like figure among them. Past that lies the steps to the temple/palace complex.

You begin burrowing underneath the wood, where there seems to be nothing but dirt. You keep going and going, until the planks overhead just stop. You burrow a bit further ahead, but there just seems to be more soil.
