Kay so I guess this is the OOC thread now?

I have a collab with Flanker that I'm gonna round out in the next couple hours and drop as-is. It's gonna be for our diplomat characters. The vast majority is just between our diplopeeps before the conference so feel free to skip or whatever I'unno. Being totally honest we wrote it as much for ourselves as the thread lol

The Galactic Congress

The Galactic Congress is an ongoing conference, begun in 658, of delegates from 41 of the newly independent states established in the aftermath of the Final Pact-League War. Its purpose is to discuss and propose measures to provide for the long-term peace and stability of the post-war galaxy.

Proposed by the Xon Meda Society and the Nation of Ceneceros in early 657, the Galactic Congress is hosted in Ceneceros, in the city of Dama Latvama. Though nearly 100 nations were invited to attend, only 41 ultimately sent delegates. Invitations were not sent to the Pact, League or other great powers. The Congress uses the Dama Latvama Convention Center to conduct its business and the affiliated hotels host the delegates and their staffs. Approximately 132 delegates meet for five standard days a week to propose, debate, and discuss international legislation.

The congress consists of a single body, chaired by a delegate of the host nation. The current president is Quitzel Cotal of Ceneceros. There is no limit to the number of delegates each nation can send, though only one vote per state is allowed in the congress. According to the agreed upon Rules of the Galactic Congress proposals are referred to specialized committees, whereupon rough drafts are written up before being sent to the Congress as a whole for debate. Following the debate, proposals are voted either up, in which case the agreed upon legislation goes to the member states' governments for ratification, down, in which case no action is taken, or tabled, set aside to be debated at a later date.

Internal proposals, which deal directly with matters concerning the Galactic Congress itself, merely need a majority vote. To date, the only proposals Congress has passed have been an internal proposals; One vote to keep the convention center's windows open to let out the smell of hot sauce from a previous convention held at the center. This passed by a slim majority as many delegates opposed opening the windows due to annoying insects coming in. A second proposal was passed the next day, allowing the congress to purchase anti-pest laser shields.

This has probably been answered before, and if so I'm sorry for bringing it up again, but what's the stance on more tribal races? I understand much of the RP takes place (or will take place, i've yet to see the main thread) off-planet, but is it possible to have a species that is less advanced than others? Of course, my characters will still be nomadic, hitch-hiking on the nearest ship, but I'd like to know just in case.

Hi, ProTrash! Sorry for the delayed response, but let's see what we got here.

A less advanced nation would be okay to an extent. The characters from one side of the RP are politicians for the Galactic Congress, so the nation needs to have some presence in galactic affairs to have any value as a character. It'd be like a hidden Amazon tribe at the UN.

One idea I have is that they could have been just recently inducted into one of the two empires before the war. So they don't have the expertise or capital to begin reindustrializing to make future tech and have to make do with whatever was leftover from before the collapse of whatever side they were on.

The characters in the other side of the RP are refugees on a ship, so they're all homeless anyway. I don't think the status of the nation will affect anyone here, so that's all good.

Sergey's signup reminded me, I've had profiles for the Losshur Federation's ship classes for months now but I never posted them in here. Better late than never, I suppose.

Starship classes of the Losshur Federation

Sub-Capital Ships

Bottlenose Corvette

The Bottlenose-class corvette is the fastest ship in the Losshur Federation Starfleet. Four graviton resonance crystals allow it to reach impressive sub-light speeds, making it well suited as a system-patrol craft. It is equipped with a single bow-mounted “Stormcaster” particle beam cannon, more than powerful enough to cripple or kill any pirate vessels that would threaten the Federation’s worlds. It also has four pulse laser CIWS batteries to deal with fighters and missiles, though against larger or heavily-shielded targets these stuttered energy bolts are ineffective. The Bottlenose has two deflector shield batteries, covering the fore and aft of the ship; while these do offer a fair degree of protection against energy weapons, the Corvette relies more upon its speed and maneuverability to evade enemy fire.

In naval battles, Bottlenose Corvettes are most effective as a group. They are typically organized into squadrons of eight, and their commanders will coordinate their attack vectors to come at their target from multiple angles, hopefully overwhelming their defenses with precise applications of firepower. In this way, even these small ships can potentially bring down much bigger prey.

Beluga Destroyer

Substantially larger than the Bottlenose-class, these destroyers are designed to protect the Federation’s larger ships from smaller craft. To that end they are armed with a staggering number of pulse laser batteries, three on all four of the Beluga’s planes, thereby allowing them to unleash their firepower in all directions. They also boast two bow-mounted stormcasters for encounters with enemy sub-capitals, and have more potent shielding to make up for their greater size and slower speed relative to the Bottlenose class.

Narwhal Frigate

Sometimes called Lancers for their distinctive prow-mounted horn, the Narwhal-class Frigate is a skirmisher designed to protect the Federation’s capital ships from enemy sub-capitals. It has fewer pulse laser batteries than the Beluga-class, opting instead for focused lasers designed to wear down enemy shields and strip away layers of ablative armour. The horn is actually a spinal-mounted heavy Stormcaster designed specifically to punch holes through ships of comparable size, but this power comes at the cost of a low rate of fire even by Stormcaster standards and half the normal range. As such, these Frigates work best at “knife-fighting” range, and have extra graviton resonance nacelles to help them close the distance with the enemy.

Capital Ships

Orca Cruiser

The Orca-class Cruiser is the backbone of the Losshur Federation Starfleet, having been designed with large-scale naval warfare in mind. Their primary role is to engage with enemy capital ships of comparable size, with solitary Orcas able to take on light cruisers while Orca squadrons can harass and bring down heavy cruisers and battleships. Because they are less agile than the Federation’s smaller vessels, the Orca’s hull incorporates several layers of ablative crystalline armour in addition to shields so that it can better withstand enemy attacks. It is armed with three Stormcaster batteries, four medium laser batteries, and eight pulse-laser batteries for point-defense.

Cachalot Battleship

By far the largest vessel in the Losshur Federation Starfleet, the Cachalot-class Battleship is also the rarest. These one-kilometre behemoths are armed to the teeth and possess considerable armour and shielding, but their great size makes them slow and ponderous; thus, no Federation admiral would dare to send out a Cachalot without a sizeable escort to protect it from smaller, faster vessels. Even so, a properly-deployed and adequately-guarded Cachalot is a force to be reckoned with.

The Cachalot is armed with nine separate Stormcaster batteries, four heavy laser batteries and eight medium laser batteries, allowing it to unleash torrents of withering firepower at almost any range. Its most powerful asset, however, is the bow-mounted super-heavy “Maelstrom” particle beam cannon: a shot from this monstrous weapon can seriously damage all but the most heavily-shielded and armoured dreadnoughts. Firing it is a risky proposition, however, as the Maelstrom demands incredible power—so much so that all power must be diverted from the Cachalot’s other weapons systems just for a single shot. Once fired, the Maelstrom cannot be fired again for thirty minutes.

Political Parties of the Losshur Federation

The Losshur Federation's Senate is broken up into a number of political parties, both major and minor. The five largest political parties are presented below, in descending order:

Joint Reefs

The Joint Reefs party wants the Losshur Federation to-establish diplomatic ties with other interstellar nations and strengthen existing ties. In particular, they push for closer relations with the Sirian Union and Kellsaran Archauthority. Their party headquarters is located on Losshur, capital of the Federation and home world of the njalryeth species. They enjoy the tacit support of the Choral Concordance, as their xenophilic political ideology dovetails with the Chorus’s doctrinal tenets. Xecna Handas N’dranath Tagore, the current (and first) President Elect of the Losshur Federation, is a member of the Joint Reefs party. Though they disagree with the Gated Trench party on several points, both parties nevertheless agree that their interstellar neighbours in the Archauthority cannot be ignored.

Bounteous Tides

The Bounteous Tides party want to bolster the Losshur Federation’s economy through foreign trade deals. They understand that this is a vast galaxy and that, even with three systems under their control, they cannot prosper if they stand alone. Thus, they must reach out to foreign markets to broker trade deals that will ensure a constant influx of money, benefit Federation businesses and entrepreneurs, and provide access to mineral resources that they could not otherwise acquire. Their party headquarters is located on Nan’she, which serves as the commercial center and touristic hub of the Losshur Federation due to being a continental world where terrestrial species can actually go about on land. They are often at odds with the Gated Trench party, and with the Equal Shoals party.

Gated Trench

The Gated Trench party are isolationists that want the Losshur Federation to withdraw from the Galactic Congress and close its borders to all but a select few nations. Their party headquarters is located on Nan’she, whose population provided many of the njalryeth soldiers who fought in the final League-Pact War: many of these soldiers lost their lives, and the League’s collapse following the war’s conclusion has left many of the planet’s citizens disillusioned with the greater galactic community, thinking that their sons and husbands died in vain. The Gated Trench party often brings up this resentment during their rallies: why should the children of Losshur give up their lives serving the interests of foreigners? In their view, the Federation comes first and other civilizations are a distant second.

Equal Shoals

Like the Bounteous Tides, the Equal Shoals party wants to ensure the Losshur Federation’s economic prosperity by encouraging foreign trade. However, their motives and methods differ: while the Bounteous Tides are staunch capitalists, the Equal Shoals advocate socialism. Their political views came about when the Nomads meddled with njalryeth sovereignty by forcibly unifying them under an installed monarchy, which consolidated the wealth of Losshur’s nation states and people. While that monarchy has since been overturned, the Equal Shoals party continues to advocate the redistribution of wealth so that everyone gets an equal share, and corporate executives and politicians cannot become so wealthy as to lord over their fellow njalryeth like kings. Their party headquarters is located on Rán, the heart of the Federation’s vast aquaculture industry; its ideals resonate strongly with Rán’s population, nearly all of whom are workers in the trawler fleets.

Renewed Canals

The Renewed Canals party are royalists that wish to reinstate the overturned monarchy and bring the Losshur Federation back into the Great Interstellar League. It is one of the Federation’s smallest and least popular political parties due to these views, but it nevertheless wields a disproportionate degree of influence. Its party headquarters is located on Losshur, and its members are primarily old money and nouveau riche aristocrats who benefitted from the League’s imposition of a centralized monarchy. It is also rumoured that they have ties to the so-called Discordant heretics, a splinter faction of the Chorus that revered the Nomads as divine manifestations of the Great Mother’s grand design and advocates radical transhumanist policies. They are on somewhat friendly terms with the Bounteous Tides party, and are strongly opposed by both the Equal Shoals and Joint Reefs party.
