That is Quill-Weave, an Argonian author and acrobatics trainer from The Elder Scrolls IV: Oblivion, as she appears in the Prequel side story "Dodger: Break the Law". It's set when she's young, adorably enthusiastic, and goes by "Porcupine Dodger".

That’s the Memory of Alessa, Heather’s dark counterpart in Silent Hill 3 who serves as a Mirror Boss. She is sort of all the vengeance and misery of Alessa that didn’t get reincarnated as Heather, but is equally dedicated to ensuring that the cult doesn’t get what it wants and is willing to kill Heather to do it.

So there's this wiki-based community driven around creating articles chronicling the causes of difficult to explain phenomena called the SCP Foundation, and the main focus of these articles is to contain said causes. This is the old picture of one of the most famous objects on the site, (the wiki ran into licensing issues with the very old images that were used originally), SCP-682, a very big lizard thing that hates humanity, wants it dead at any cost and has a nasty ability to adapt to anything the foundation throws at it.
