This opinion is from someone who isn't in the Lostbelts yet, so take it with a bit of salt. I think it's kind of a Necessary Evil - sure, the Foreign God needs the wacky trees to do the evil plan stuff, and obviously we don't want that so we destroy the wacky trees. But the Lostbelts are dependent on the wacky trees, and the people in them didn't do much to warrant being Ret-Gone.

The awkward part is they wouldn't even exist if not for the trees, so... whoops? They didn't deserve it but their existence is pretty fragile anyway.

Its the embodiment of Gray-and-Gray Morality; the only real antagonistic force is the Foreign God. The Lostbelts are unfortunately in the way of that.
And I get the distinct feeling that they're doing this on purpose to us to break our morale. ..you can only commit but so much genocide before you either break or become numb to it all.

And as for 4 that was less stagnation and more literally nonexistent progress because of how Arjuna was literally erasing everyone for more and more minor infractions that got in the way of his "perfect" world.
