Isn't that last part usually the case?
Sitting down to watch the ep now, I will say, despite the redundancy, I do like that the initial recap was framed as a letter to a character to be introduced in the arc after the current one in the anime, even if the description of One For All does carry a bit of As You Know.
Actually, given that the scene after that, the meeting, is also in the manga, this is actually a good point to have it. In fact, outside the letter at the start, the scenes in the anime were in the manga, iirc.

Like I said, most recent anime based on weekly series (at least the ones that I checked that followed season formats) usually adapt 3-5 chapters per episode. Unless I were to seriously speed read the manga, my reading time would probably be about equal to me watching the anime.
In this case, I absolutely could read one chapter plus one page in under 22 minutes.
Even the Shingeki no Kyojin anime, which is adapting a monthly series, adapted two chapters in the first episode of its second season and gave a brief recap of things.

To be honest, while I can see why you might feel as you do about the anime, having now watched for myself I don't share those concerns.

A lot of stuff happens in MHA manga chapters. A complaint from some is that Hori goes too fast through the story and they wish he'd slow down, and he also adds more pages to chapters in the volumes.
This isn't like One Piece where they might adapt one chapter at most for one and a half episodes slow.

I have enough goodwill towards the series from season 1 and the manga saved up that I was able to forgive the flaws, but I definitely did have to spend some of that goodwill. It was all a bit clunky and full of talking heads and recap.
JoJo's Bizarre Adventure, One-Punch Man, and Mob Psycho 100 are all seasonal anime that adapted a weekly manga series and covered an average of at least 3 chapters per episode. That's just off the top of my head. There are probably more but just thinking of seasonal anime based off of a weekly manga series is a bit of a challenge since most of them are either weekly anime one one-and-done.

Watch SymphogearThe part of the manga that JoJo has covered so far has all been from when it was weekly and the OPM manga, which the anime is an adaption of, is published in a weekly magazine.
Also, JoJo having a large backlog doesn't matter as I demonstrated through the magic of math how MHA wouldn't have any issues for a number of 12 episode seasons if they adapted an average of three chapters per episode.

There is however, one main difference between Jojo and Academia. Academia is still ongoing. Yes, technically, Jojo is too, but its so compartmentalized that each part of effectively its own series. One that's complete and, thus, gives the anime crew more leeway for pacing. Academia is ongoing, which can cause problems similar to the One Piece note above. The fact that we're getting a 24/26 episode season suggests it won't be too critical. I expect to at least hit the internship arc and maybe what's right after it, but still a consideration.

One Punch Man has a number of chapters dedicated to fight scenes, which aren't that long when animated. Literally sole chapters dedicated to one very cool sequence happening that animated would be in a few minutes.

However, it's further proof that the first episode of the season was absolute garbage. Literally everything important from it is in this episode.

Anyway, Heroaca is actually quite wordy, which might be why the pacing is off. What's just one throwaway panel in the manga can take 15~30 seconds in the anime. And Heroaca has tons of those background conversations going on.

That's the problem with one scene from S2E1. The real problem with it is that at least a quarter of the freaking episode is dedicated to recapping the events of S1 despite a special half-episode being dedicated to that exact same thing having aired previously. Then another fair chunk is spent listening to Izuku monologue about his goal and motivations and whatnot, covering information we already knew which was then covered again at the end of the episode.
By the by, the episode only covers one page of Chapter 21 (the page not covered in Episode 13) and Chapter 22. I can read the manga faster than I can watch the anime.
