I mean the Puppet part legitimately as Miyamoto did once consider being in Puppet Theater before becoming a Game Dev.
Plus the materials of the Puppet would be interesting in a Paper Mario setting.

which I think would be interesting. Especially if we were to have it set in Jewelry Land.
To continue with an obscure nostalgia theme have Wart or Tatanga be the villain, possibly with an army of more obscure enemies like have the Goombos from Super Mario Land and the Koopeleons from Partners in Time act as replacements for the typical goomba and koopa enemies.
Maybe as a nod to Wario’s Woods and Yoshi’s Safari. Luigi along with Toad, Yoshi, and Birdo could be off on their own adventures similar to what Luigi was doing in Origami King.

Someone else suggested that New Super Mario Bros Wii started an era of sterilization that might’ve created the mandate that made many games feel so samey and pointed out that Super Mario Odyssey and Luigi’s Mansion 3 are the best selling Mario games this past decade because they broke away from the mandate meaning that people don’t want the Mario games to follow this mandate.
Check out Rogues Gallery Transplant: The GameI felt that their points were interesting to bring up. Especially the one that theorized that New Super Mario Bros Wii started the trend of the games feeling much more samey.
Honestly I think that Nintendo’s restrictions are pointless as nobody complained about the designs of most NPC’s in Thousand Year Door.

As much as the mandates weaken worldbuilding in Mario, I mean, it's just worldbuilding in Mario. There's barely any continuity; it's one of those things they make up as they go along. Not a big loss for them.
In exchange, a blanket mandate like this gives Nintendo some low-effort, high-effect image control. It means secondary and possible third-party developers who handle Mario games cut down on the volume of original characters and concepts that Nintendo would have to look over and individually approve.
It's a shame and I hate it, but I'd be lying if I said it was impractical.
Still doesn’t really change the fact that people will still demand for more unique character designs and world building along with people calling the games samey. Sure the mandate is practical but do the fans care? Not really, there’s still going to be a demand for more original designs.
