To be fair, we've seen six out of the 18 episodes they planned, so it wasn't as much legal as it sounded.
Muse and the Bank episodes weren't legal related.
I'd also say the 1st and latest episode gave them more characterization than the pre-retool.

On the other hand, I'm certain it would lead to a lot of complaints that the Hawkeyes only ever fight Daredevil's leftover bad guys.
Though unlike Fisk, Bullseye doesn't seem to have any legal issues surrounding him, so he could appear in any of the movies if Marvel wants. Hell, he'd probably fit right in with Thunderbolts.

But damn, that must have been a rough fight for Clint. Hawkeye is good, but he's bows and maybe hand to hand.
Bulleye's can literally throw anything at Clint with deadly force and accuracy. So Clint would be reach for an arrows and suddenly gets his bow string cut by....I don't know? What's the least lethal thing you could throw at someone? Cause I bet that's exactly what Bullseye would throw.

He was also the one who murdered Sentry's wife under orders from Osborn and the Void to basically kill the Bob personality.
So Bullseye gets around a lot.

While he doesn't have a rogues gallery as big as say Batman, characters like Kingpin, Bullseye, and Elektra have evolved into equally popular characters well known for their remarkable malleability into the MU.
Kingpin was once the main antagonist of a Black Panther run, and Bullseye was a primary fixture of the Dark Reign era of Norman Osborn's Thunderbolts/Dark Avengers including some memorable moments like the aforementioned murder of Sentry's wife and getting into a very bizarre romance with Wolverine's maniac son Daken.

Daredevil has a decently sized rogues gallery, just a lot of them arent iconic or recognizable. Kingpin is the big one and he didnt even start as a Daredevil villain. Bullseye is certainly known. Muse is just a relatively recent addition. Leapfrog is more made fun of than being legitimately dangerous which facilitates Daredevil in She-Hulk, but Im a bit sad we never got shown how dangerous Leapfrog could be. We know the Hand but thats an org.
The Owl is missing from the MCU and I dont know about that since we kinda already have Bulleyes and Muse being complete psychos.
If I had to top 5 superhero rogues galleries, it'd be Batman>Spiderman>Superman>Xmen>TMNT

A shame, because I actually liked Melvin, and I'm disappointed we haven't found out what happened to him after he got arrested by the FBI.
Also, I just realized something silly.
What's the best way to describe a Daredevil vs. Bullseye fight? Red vs. Blue!

There's also Nuke who hasn't been fully done yet. I say fully because he was in Jessica Jones season 1 but they killed him off before he truly becomes Nuke. Which would be pretty easy ignore to just reintroduce an already there Nuke.
