Maybe it can work between 'Hero' units, if they remain close to each other for long periods of time their 'Lily Rank' increases and they get stronger when close to each other.
What would be really hard to work in would be coupling and formation skills, though.

Or maybe you could have them directly partner up, causing them to start to occupy only one hex instead of two and enabling coupling attacks. At the same time, formation works by having the characters in adjacent hexes.
The max number of hexes you can have in which everyone is adjacent to everyone else is four, so it works with the limit of the games.

Why is there no Neptune/Nepgear/If/Compa Formation Skill? They're the Planeptune Gang, the four arguably closest friends of the party, and they don't get a skill to show for it?

Problems That Could Be Solved Through Level Grinding
Nobody really wanted to, but circumstances were dire.
Neptune, finally fed up with the stress of the situation, slammed her hand on the table. "Why don't we just level grind!?" she asked.
As the others rose up to counter her statement, suddenly it seemed like something had hit them and they were all paralyzed.
"I did not think of the simplest course of action," Kei admitted.
"Yes, it is tedious and boring, but it would be the most logical," Histoire agreed.
"Well... practice is generally the answer to most challenges," Mina noted, agreeing herself.
"My Vert is a master at powerleveling," Chika noted, "and given how much she does it for her MMO games..."
"Then it's decided," Histoire said. "This problem will be fixed through level grinding. For what it's worth, we do apologize to the player for forcing this course of action on them..."
And also...
She wondered where the CPU and their little sisters were. They had been supposed to show up as soon as the giant rat started destroying everything, but... they hadn't, and she was certainly starting to regret planning an ambush.
Until finally, after what felt like an eternity... they appeared.
"This fight will go like the last one," she said, too tired and bored to really do the whole monologue thing.
"You're aware that this is a videogame, right?" Neptune asked, smiling widely.
"Yes," Magic replied. "I'm a Hopeless Boss Fight, the kind you can't win," Magic agreed.
"Well, we know that. It's a really useful element to increase tension," Blanc said, evenly.
Vert laughed a bit. "But you forgot about the power of save-scumming."
Noire herself had a bit of a cruel smirk on her face. "And you didn't account for the determination of a player who will not accept a loss."
"So, then the reason you took so long to get here..." Magic had a startling realization then.
"We spent the last week grinding all the way to level 99 and acquiring the best gear possible," Neptune said, cracking her knuckles, a bright light heralding the appearance of Purple Heart. "I hate doing all that work... but I'm going to pay you back for every bruise you left on me."
The others followed suit, beginning to advance on Magic, who was beginning to panic.
"It's time to derail the plot," Purple Heart said.
For a moment, Magic realized just how boned she was. But then, she already had a faceful of Purple Heart fist, so it was a little hard to think much of anything.

I would still like to see a fully fledged fighter that isn't MUGEN, as unlikely as it'll be. If only to see Makers for Arc System Works and French Bread (Who would likely be implied to be Sion from Melty Blood under a secret identity).
A corpse should be left well enough alone...What, Neptunia is a perfectly ordinary Yuri girl who is drawn into making a contract with the invisible magical animal Warechu? Vert, aka Magical Girl Green Heart, gets her head eaten in the third episode, her best friend Blanc accepts a contract so sh can heal her dying twin sisters, and Noire arrives, eating a bunch of apples, to take over Vert's former territory? Also, this girl named Arfoire is really creepy and seems to show up everywhere...
So I've seen the pairing of Uni and Nepgear coming under fire and the most coherent argument against it I've seen is that... it's Neptune/Noire lite.
And...
Yeah, it sorta is. It's sorta supposta be. When it comes down to it, both are trying to be like their older sisters and can't quite manage it.
However, since they aren't quite like their older sisters, their relationship is a lot smoother. Nepgear doesn't make fun of Uni as much as Neptune makes fun of Noire (and when she does tease Uni, it's by complete accident), so Uni has a lot less trouble admitting her feelings for Nepgear than Noire does.

She wants to be as strong and as dependable as Purple Heart is, basically. She is also completely blind to Neptune's flaws.
Uni is also trying to be like Noire, but is pretty much inferior in just about every way (which is the source of her self esteem issues).

You've played the Re;Birth remake. You should know that Uni actually goes Tsundere on the player when she realizes that what the Player is holding in their hands to be able to play the game is, well, her.
Even in the PC version.
Anyway, Uni being just as good but not getting a chance to shine works too.
The PS Vita's biggest enemy is not the 3DS. It's Sony itself. Nobody's screwed the Vita harder than Sony has, because they just suck at promoting their consoles. (And they forgot that the main reason they sold a gajillion PS one and two is because they were so frikkin' easy to pirate, but you still needed to buy the actual console to pirate it. Sony fights the hardest against piracy, but they won two Console Wars thanks to it.)
Also Sony has done just about everything to turn their consumers off it. From shitty customer service to flat out lying.

That and they're saved from being under further scrutiny because there's a lot of companies, particularly big name publishers Activision, EA, Konami and Ubisoft, who seem to want to destroy the game industry.
You know what would be fun?
A HDN game that doesn't have Piracy as an antagonist, but rather the Big Name Triple A publishers who are destroying the game industry with their shortsighted and moneygrubbing policies.
Because they're so incredibly stupid that they'd rather make no money than most of the money, to paraphrase Jim Fucking Sterling, Son.

The gaming press is gaining power. Well it was, until... something happened. Still is actually. It left Kotaku with a black eye at least.

Development Costs are incredibly bloated. Development Times are incredibly rushed to meet deadlines.
Buggy, nearly unplayable releases, recycled assets, unwillingness to lower digital prices, tons and tons of consumer-unfriendly DRM, atrociously bad ideas like Ubisoft's uPlay, microtransactions everywhere, free to play elements on $60 games, over-emphasis on expensive, on-disc DLC, carving out game content so it can be sold at an extra charge...
Suffice to say, the game industry's big names are doing everything in their power to make sure to destroy the game industry. The antiquated old men at the very top are only aware of the existence of three games, Call Of Duty, Candy Crush Saga and Clash Of Clans, and they want every game to rake in the cash like those three, so they're homogenizing the games they do make so they look like Call Of Duty, Candy Crush Saga or Clash Of Clans.
Fortunately, while a crash will happen, this won't be a bad crash. Because it isn't a crash of the Video Game Industry, it's a crash of the publishing industry. It won't cause the future of the industry as a whole to peril. No, what it will do is sink Activision, Ubisoft and EA, and leave ground for the Publisher equivalent to Nintendo to rise from their ashes.
And thank our Console Patron Units for it, because it doesn't matter how bad the publisher that follows is, it cannot be as bad as Activision, Ubisoft and EA are.

Still thinking of a civ-like game...
Lowee is best suited to a cultural victory (because Nintendo is much more of a household name in terms of gaming culture, let's be honest, than Microsoft or Sony), Lastation to scientific victory (based on how Sony does much more stuff than just the gaming things), Leanbox to economy (to quote Bill Gates talking about profits in his rap battle with Steve Jobs: "Combine all your little toys and I still crush that") and Planeptune to diplomacy (based on the fact that since they folded from the Console Wars they've become a succesful third party that supplies games to all the consoles)
All four of them are capable of victory through domination, and they would all have different playstyles. Lowee would have lots of specialized, different units (representing the different stuff that came out for the Wii), Lastation would go for small numbers of strong units (because it was a niche that needed filling), Leanbox would have all-purpose units that perform every task but not as good as a specialist (to match the fact that the XB 1 tried to be the 'all in one' machine) and Planeptune would be average at everything because that's what the protagonist is, and they'd be the 'hero' faction of the campaign mode, so... yeah.
Also the campaign would be really, really simple, since it would basically play out with the Console Wars starting while the player takes control of Planeptune. The excuse for the player having control of the nation is that Histoire summoned the Non-Entity General when she realized that Neptune's way out of her depth when it comes to fighting an actual war, even if she can defeat the other three CPU in single combat, causing her to tap into a last resort (the player!) in order to save Planeptune from being wiped out when the other three decide to destroy it early on so it can't act as a King Maker later.
So the Player takes command of a much weakened Planeptune and must work on first recovering all the ground the others have taken for themselves, and the plot starts slowly being revealed as ASIC agents start being revealed as the instigators of open hostilities, and the objective slowly changes from "Win the Console War" to "Defeat Arfoire!"
I really think that it would need to have Hero Units a-la Warcraft 3, with the caveat that if the CPU and the Candidate are both downed, you lose.
This makes it extra hard playing as Leanbox, since Vert has no Candidate to fall back on, and easy playing as Blanc, who has two candidates. To compensate, Rom and Ram are individually weaker than Uni or Nepgear, and Vert is individually stronger than the other three goddesses. (Also matches up to the Conquest Ending of Mk2, in which Vert succesfully managed to fend off Neptune, Nepgear and their party single handedly, though admittedly Nepgear and Neptune were both pretty emotionally exhausted at that point and demoralized beyond belief.)
So, in one on one combat, Vert would always win VS the other three goddesses, but if she fought both Goddess and Candidate at once without backup, she'd lose.
Also the makers work as mercenaries, who can be bought to fight for any nation, or which are downright neutral and attack no one (or everyone).
I really do think this series could have a spin off strategy game... a shame we won't ever get one though.
