Might be mandates from the higher-ups. Reminds me of how Alex Hirsch once talked about some of Disney’s mandates regarding Gravity Falls.

The characters don't use firearms because it's violent. But bows, crossbows, electroshock and cold weapons are as much as they want (not to mention magic and the supernatural). Do they think these weapons are less lethal or what?
Those weapons are seen as old fashioned so they're not really problematic,but gun violence is a very real issue in America and there's a desire not to distress viewers with over the top gun violence

But seriously, there's a sequel out this year about the killer Winnie the Pooh. Soon he'll be joined by Bambi, Mickey Mouse, Oswald. Sooner or later, it's gonna be Donald Duck. And I can even believe in his rampage, given his violent temper and hard life.

There’s this funny video where a bunch of players recreated Disney movies with World of Warcraft characters. In one part, the hunter shot Bambi’s mother… and then the eponymous deer turned out to be a Druid and he said “Oh no, you didn’t!”, and he turned into his Cat Form. XD
Come on! Let's bless them all until we get fershnickered!I think it is partly the cultural perceptive that arrows are both less powerful than bullets, and basically harmless. How many works have the hero shrug off an arrow to the leg or even the torso? Suffice to say, in real life these weapons were anything but harmless, to the point that archers were universally despised as a profession.
Also notice that while there are some weapons, no one ever gets physically shot by an arrow or anything.
As for lasers and electric shocks, those are seen as less direct and less obviously deadly.
Hope shines brightest in the darkest timesI think it's partly a case of Do Not Do This Cool Thing. Since guns are so common in American households, the execs are worried that if gun violence is presented as thrilling, fun, badass, or heroic, then kids may try to take their dad's gun and use it as a toy.
Of course, this is the exact plot of the Gargoyles episode in question - Broadway borrows Elisa's gun and playa with it after seeing so many detective movies with gun violence, and that results in him accidentally shooting Elisa.

Yeah, it's not about how deadly the weapon is, they're worried about kids finding guns and imitating what they see.
Speaking of Gargoyles, there was another episode where Demona straight up murdered people on-screen, which they apparently got away with because it's really hard for a child in real life to magically turn people into stone and then smash them into pieces with a mace.
Panchito using his gun holsters as smartphone carriers was pretty cute. It's the sort of character design thing I'd expect to see in an Ace Attorney game, and I love it.
