Honestly, everyone who cares about playing it themselves probably already has. Now, if the goal is to get others to play it, those who don't care enough to go through either the legal hassle or other routes...
One thing of note is that the Fan Translators are more then willing to let Nintendo use it officially if they want to.

That first article just feels like a "Thanks, Captain Obvious" kinda thing, I don't think people were particularly suspecting that Nintendo has Yakuza members in their dev teams.
There was actually a recent thing where both Namco and Netherrealm Studios pulled out of a fighting game tournament that it turns out was sponsored by a front for the Russian mob. You can never be too careful, it seems.

And Nintendo's own Yamauchi gave the public a fake release/shipping date for the SNES I think so that the yakuza wouldn't try to steal the shipments after he turned down their protection racket.

Well, there is the availability thing. As it stands, to play it legally you'd have to track down a Japanese cart and either dump the rom or add in the translation patch, either of which requires specific hardware.
