Yeah, I think it had aspects of all three quirk types. Mutant for obvious reasons, Transformation for the form change, and Emitter for that laser breath. Bear in mind, we stil haven't seen Ryukyu breathe fire, so we don't know of mythical creature quirks give you all of it's abilities or just its form.
Mutant Quirks tent to have aspects of the other two types of Quirk, for example Shoji's arms (Transformation), and Mineta's balls (Emitter)
Really, due to what Quirk Factor's are it could be argued that all Quirks are mutant type to some extent. For example, Uraraka and Bakugou both having physical alterations to their hands that produce their Quirks' effects.

Which pretty much confirms they are adapting the villain arc entirely in its own cour for some reason.

Show the Endeavor Intern arc too, then end off the series with Meta Liveration Army vs My Hero Academia, setting everything up for the season 6 of the Paranormal Liberation War.
Heck, the War could literally take up 75% of season 6, it's 20 percent longer than the Internship arc, which is 15/24 episodes.
They just like having neatly split cours, almost if each one was a separate season.
2nd season had one cour for the sports festival and another for stain, with the final exams at the end.
3rd season had one cour for the forest/kamino and another for the provisional license, with the beginning of the overhaul arc at the end.
4th season had one cour for Overhaul and another for the cultural festival, with pro hero at the end.
If the 5th season has one cour for Joint Training and another for MVA with a bit of endeavor agency at the end, it'll fit right in.
