That's a fucking good question actually.
Then again, while it was pretty perverted, his strategy to place well in the race (attaching himself to someone else) was clever.
Perhaps even before the incident with the Villain alliance, he was capable of such strategies due to both his cowardly nature making him cautious, and being smarter than even he realized.
One Strip! One Strip!You know, as much as I dislike him and think he's stupid, I do also think his quirk is actually really friggin' powerful. I mean really, you throw those balls at an opponent, the opponent grabs the ball to take it off(assuming he's not previously aware of the power) and BAM: He's restrained himself, possibly sealing one hand entirely right down to every finger. And now he still runs the risk of getting stuck on random things. Kinda like getting your boots stuck when walking through somewhat deep mud, and you try to pull them out without just falling yourself. You know the feeling.
His quirk is probably one of the most tactically powerful in Class A, after Momo's quirk.

-sigh- Lost passwords...Regarding Mineta, the first thing I thought of when they revealed his quirk is The Incredibles. Remember the scene when Mr. Incredible was accessing the computer and the security system went off?
That's what Mineta's power reminds me of, those restraining sticky balls. While they don't expand out as aggressively, the potential is still there. It's a power that needs to be used intelligently though, which might be where Mineta's growth has to come from, since unless he's protected, he's prone to panicking and just tossing them out madly. With a plan, like the Villain attack before, it can be a godsend for restraining an opponent.
It would be pretty useful for normal Law enforcement when you think about it.

Grape Pervert's biggest issue is his overall lack of confidence. He doesn't see himself as a tactician coming up with ways to outsmart the competition; he sees himself as a coward desperately squirming so he can live long enough to grab ass. He'd probably come up with better plans more often if he wasn't shitting himself in fear all the time.
That and he did have a limit, namely that using too many makes him bleed.
Mineta's power is actually really OP in the cavalry battle. I mean, just scatter them everywhere, and if someone happen to step on it they practically can't move. If not, it will still hinder opponent's mobility since they have to be careful not to step on it.
Actually it would be fun if Deku managed to keep his headband until the last moment, only to accidentally step on Mineta's balls and then got swiped by Tsuyu

Brainwashing Guy might, as his express goal is to get into A class. I doubt about Mei, though. She shows no interest in being a hero herself, just showing off her inventions.
That spread page is more like showing significant students so far, since not all Class A made it into the picture.

Good chapter. I'm amazed how well this manga can build up suspense (or maybe that's just what happens when you're desensitized by countless Nakama-tension-destroying-shounen). I am really looking forward to see who will end up victorious. I hope it's Deku but by how things are playing out I could easily see someone completely unexpected snatching the first place.

I suspect it has something to do with that little fan comic of Naruto giving Midoriya a bit of a pep talk.
It was pretty heartwarming, and I could almost see Naruto actually doing something like that after everything he'd been through, and this is me. Most of you are well aware of my venomous feeling towards everything Naruto related at this point.
As pointed out on the Boku No Hero Academia YMMV page, this series started around the time Naruto was ending and could be seen as picking up the slack. That's likely playing a role in the comparisons.
