I mean, it's less talking the talk, and more walking the walk. Like, Dabi might not bring up Stain at every possibility, but unlike his teammates, he sincerely believes in the ideology Stain was selling, and trying to continue his work. Like, I'm certain that the message about the Hero system being corrupt and rewarding people who don't deserve that title is one that resonated with.
While meanwhile that's not a thing Shiragaki really cares about, and Himiko, Spinner and Twice aren't really ideologues at all. Also Compress exists, but I don't feel like I have a rock-solid grasp on his motivations.
That's because Compress hasn't really said anything about why he's there. He doesn't seem like the wanting to kill for its own sake or a petty grudge type like Muscular or Mustard, but he hasn't really mentioned any personal motivations that happen to lead him there like with Twice or Spinner.
As far as Dabi goes, I imagine it's less he was influenced by Stain, and more Stain was saying stuff he already agreed with.

By the way, how is the LA supposed to find the League exactly?
Considering that the members of LOV has been outed by the authorities and are on the run with no real home base to track down, are the LA just going to go through every single security camera in hope of spotting one of their members on the street and then follow them?
And where did they dump the...leftovers...of Giran where they know the LOV would find it?
There's a couple of holes in their plan here as of the moment, (or so it seems).
With the LA's introduction, it's become very clear that Legacies are a major theme in this series.
Deku is himself an inheritor of the heroic legacy of OFA.
Shigaraki is the successor of the Villainous Legacy of AFO which is tied to OFA.
Chisaki felt it was duty to revive the legacy of the Yakuza and bring them back to their glory days by any means necessary even if it meant defying the wishes of his father figure and boss.
And now we have the CEO who is an ideologue wholly dedicated to the legacy of his father Destro the founder of the Liberation Army.
So many characters in this series are trying to live up to or surpass the legacies they have inherited.

There is also the possibility that the CEO's quirk might have nothing to do with the domino mask and he actually didn't need to use it when killing Mickey, leaving it as a big unknown.
(The "domino mask" might just be a beauty-mark mutation, part of his genetics from his father's side, that have just as much relevance to the CEO's quirk as Tokoyami's bird-head have to "Dark Shadow"...)
Just pointing it out.
But personally, it would be better if it had nothing to do with brute strength at all.
Let it be a weaponized Superpowered Evil Side instead... With a random quirk manifesting whenever the CEO puts his "mask" on every time.

Awww, man...Hawks is going to be set-up so hard in this arc.
(Either exposed to the public as a villain, targeted by LA as a part of LOV, or forced to resign as a hero to save the face of the sponsors that raised him in the first place. Not to mention the risk of getting exposed as a double-agent to the LOV unless he become an actual member of the League just so he can act as its damage control and keep the death toll of their activities at a minimum without the ability to return to a normal life...)

Hawks would be The Phoenix if his Quirk actually let him come Back from the Dead like a phoenix.

I'd just like to point out that this comment amuses me, given that it's talking about Dabi, not Spinner. Like, I don't disagree, I'm just amused that I'm not the only one to hold the counter-initutive opinion that the guy who dresses like Stain and directly frames everything in terms of whether or not Stain would've approved isn't a true Stain-supporter.
