I am interested in Kurogiri's deal; he and Mr. Compress are the only ones we don't really have any insights into their motivations for this. Even the guys who got captured at the camp had some discernable motivation, even if it was just implied jealousy (Mustard), or a desire to kill for the sake of it (Muscular and Moonfish).
How to restrain Kurogiri and his quirk:
1. Put his hands into fishbowls.
2. Put a old timey diving helmet on top of his head.
3. Seal them up with shackles to prevent leaking.
4. Strap him up.
5. Feed him through an IV.
6. Done.
(7. Drug him up so he can't keep a clear set of coordinates in his head, since that was a requirement too for his quirk to work.)
Not that complicated.
Just asked in case there were people with "re-animator" type quirks running around.
(Not true resurrection, but merely re-animation, like how we play characters in video games...requiring an actual dead body to manipulate first, that is.)

I'm curious how deep anti-mutation discrimination runs. Like, Shoji and maybe Tsu would probably get some slurs thrown at them, but what about the "Weird head on an otherwise human body" gang? What about people like Mina and Bubble Girl who are just Palette Swapped humans?

Remember that his warp gates can only be opened from certain body parts: his hands and his head, it seems. Keep those restrained and you can probably keep him from porting away.
