I take it to mean that Monoma can copy quirks that accumulate, he just doesn't have anything accumulated in order to use it.
The question of course, is what Eri is accumulating. If I had to hazard a guess, her horn grows as she experoences negative emotion. Just plop her in front of a horror movie or two, build up that fear response.

Also, Deku's speech at the end, was he sharing his own conclusions about the "power like All For One" issue, it answering his own dilemma without even noticing?

Makes sense; he was under the impression that he was making progress with Of A only for this to drop on his lap, its natural for him to feel he's not ready to use a power he just learned about.
Is it me, or did Todoroki feel kind of...hurt when he felt Deku was holding back in their fight.

A lazy millennial who's good at what he does.Eri's accumulating negative emotions would make sense, but her horn grew for the first time after the Cultural Festival when she was happiest in her life, so that can't be it by itself. It might just be really strong emotion in general.
Kind of weird to bring Monoma up only to immediately go "nope, can't help" but he might not be done with this. And the added information about how his Quirk works is still nice.

This chapter might provide a lot of Chekovs Guns about Deku's new abilities, how Eri's powers work, and even Monoma.
Maybe we've learned a bit about All For One too.
There's quite a bit here and while it seems obvious that some of it will be important in the future, I get the feeling we've seen more than we realize...
...and so has our least favourite grape pervert.
I don't know about any of you but I thought that the interaction between "Erihorn" and "Monohorn" was pretty sweet and comforting to see.
After all, for a few minutes at least, Eri wasn't the only one in the world with her unique power and quirk, making her a little less lonely in overall.
(Hopefully these two can get a chance to get along more, since Monoma was perfectly normal around her as well, maybe she can make him drop the antagonism against Classs-A in due time by simply asking him to stop and being cute while doing so.)
That aside, The only one putting locks on OFA here is Deku, since it's a psychoactive power and all. (and I suspect that the only reason it was breaking his body at the start whenever used, was because All Might told him that would happen if he used it. And since it's a power fueled by intention and assumption...) So Deku needs to build on his confidence some more...eventually.
So we might see more of Class-B in the Class-A dorm from here on? Nice!
Now, back to the serious section of the cycle.
