I mean, I'd say that's mostly fair, but Horikoshi has said the character is going to be appear in the story, so there's no harm in wondering when or how.
As I said, it's never been a big thing to me, but apparently for a lot of people it is. I guess I'd want him to show up so people can stop with the weird projections they do onto the character.
OFA being an emotion based power was already hinted at long before this chapter outright confirmed it. For the longest time Deku had trouble controlling it because he always thought of it as a trump card and not really his own power. He only really started to get better with it once he stopped thinking of OFA that way.
Now he's having trouble tapping into the other Quirks because he's thinking of them as powers he shouldn't be using yet.
I'm suddenly reminded of various characters in other works whose powers are limited by confidence. Empowered, Gladiator of the Shi'ar Imperial Guard, the entire Green Lantern Corp...

wasn't that already known, though? Like, she has a limited amount of power that builds up over time and if she uses too much she has to build it back up again. Hell, I predicted this very development last week.
