Like, does the school have a counselor or something? Maybe help him deal with his grudge in a more healthy manner?
This is the sort of thing I'd expect more in Assassination Classroom.
At the very least, maybe he shouldn't be allowed to participate in future tests which pit him directly against students.

...I do think thought that he really shouldn't be put in charge of any tests involving a maze or anything that can even be resembling one, like he was during that villain exercise.
(Poor guy probably have PTSD regarding those...)

Have we ever gotten any details on the nature of the experimentation that he went through or exactly when his super-intelligence quirk actually kicked in? Because that would be a pretty big factor in how it affects him and his relationship to society.

And, yeah, if Quirks have been around for well over a hundred years and he's one of the very few, if not the only, animal with a Quirk there's a good chance something is keeping it from developing/becoming prominent in non-human creatures.

Forever liveblogging the AvengersThere's also the possibility that since quirks don't always manifest immediately, that he was originally normal lab animal who became super intelligent during the testing process. If that's the case it's possible that nobody knowingly experimented on him as a sentient creature. He's also a bit of a troll, so I'm not sure exactly how seriously to take his response. It's entirely possible that he's playing it up a bit.

But anyway, his intelligence doesn't change his species, so I guess that would still be bestiality, if not a (probably) socially acceptable form of it.

It'd still be bestiality or zoophilia. It's just that if informed consent from both parties is possible, then a legal exception could be made so that he and his partner are not arrested for it.
Granted, bestiality isn't illegal everywhere in the real world. And it's not illegal in Japan.

... That aside, I am a bit curious regarding him and his...appearance.
Did the quirk turned him into a mutant or are there mutant animals on the loose in the MHA-verse? And if it's the latter, wouldn't that make them "Mutant-type" quirked?
His High Spec Quirk just gave him Super-Intelligence. One can assume it also came with Required Secondary Powers that would allow him to act and speak like a human.
Him not really looking like a regular animal may be due to the Quirk's secondary properties, but it's most likely just an artistic design choice.
I think he's supposed to be a really big lab rat, given that his name Nezu is taken from nezumi, the Japanese word for rat.

In that case, the closest comparison to a real life animal that I can find (which he can be) is the "Northern Luzon giant cloud rat" which can reach sizes of 2.5 feet long(height if on hindlegs) and a pretty common species in Philippines.
If Nezu is one of these, then him being brought into Japan for testing might not be that far of a stretch, since it's not an endangered species in the slightest...
