Uraraka's moment was short but 1. I'm not sure how you could really extend it much more without making it drag and 2. it's entirely possible that she'll get more focus in the immediate aftermath.
Reaction Image RepositoryI was thinking they were the ones that were never able to reach 100%. The shadows covering Midoriya in the dreams seem to roughly correspond to the percentage he has yet to tap into.
It's a possibility. We know that if you already have a quirk, getting One For All on top of it makes the existing one stronger. No indication whether it does that instead of how it works for All Might and Midoriya, or in addition to it, but the assumption seems to be the latter.

Not reaching 100 percent would be one thing, but he couldn't make them out at all. In this hypothetical, wouldn't that imply they never made any progress at all?
Plus, Izuku doesn't have 20% of his body covered, even though we know that's what the All For One ghosts are going off of (and why he couldn't see more flashbacks).

Yeah, 20% not covered is what I meant. But like, I don't you can say he has 20% of his body not covered. It's just the top of his head, and his right hand.
I don't recall anything ever implying this. The closest thing I could think of was All Might saying Todoroki could be a Super Hero if he got One For All on top of his existing power, but that seemed to be about Todoroki already being incredible, not about One For All actually making Todoroki's Half-Cold Half-Hot stronger.

I mean, Quirks are equated to biological functions/physical abilities, but that doesn't equal physical strength.
There's been no implication of One For All improving Izuku's senses or reflexes, for example. If a person already has some sort of physical enhancement or strength Quirk I could see One For All being used to make that stronger, but I don't see it, say, making Bakugo's explosions stronger if he had it.

Edit: Not to mention that we got some more character depth on Ochako and Shinsou in those 13 pages as well, I say, this chapter's contents were well spent.
