Nemoto and Overhaul didn't came off completely nude when she undid that merge, their clothes included. (Including their masks, which carried inorganic material such as glass, metal and plastic within them. She even fixed Nemoto's mask which had boken its shades before the merge.)

I edited my above comment, but I'll also ask why would Overhaul be naked? And Nemoto's clothes sort of just...disappeared, like Overhaul merged with them too, I guess. So Nemoto came out the way he was.
Either way, it's another thing to not think too deeply about. They've said her power only works on people, so that's how the series is going to be treating it.

If it is the later then the limit is pretty high (500kg, I think it was... )

Yeah, I don't like how vague that was either, but it was probably just to give a generally limit on what she can do while still leaving some wiggle room. He did a similar thing with Toga saying drinking "a cup" of blood let's her transform into someone for around a day.

So what is going to be a proper trope to describe the old Monoma we're seeing right now?
My guess is that it got something to do with the quirk AFO gave his brother so long ago...
Since technically, it was a piece of AFO that was injected into the original quirk and might still be a part of AFO's body, making it an extension of himself within a genetic material similar enough of his own to not be outright rejected by the brother's body.
And since AFO still can control any quirk that is part of him...
Not even that. There's an implied limit to how many times she can grow her horns back (hence the need for keratin) where as Hawks has hundreds or thousands of feathers.
His feathers might be easier to destroy (I don't even think we can say that for certain, though) but he's probably far less likely to be in that situation than she is.
Edit: And, yeah, "filler" is gradually losing meaning like "Mary Sue" because people know it has a negative connation and so stick it on to anything they don't like, for any reason, without actually caring for what the term is supposed to refer to.

If so, it's probably a sort of "a person's clothes are a part of them, while wearing them" situation. It's happened with other's people's Quirks, like with Toga.
