But I always figured when All For One says stuff like "Kinetic Booster x 4" or "Strength Enhancer x 3" that means he has multiple copies of those quirks from different people.
So a lot of quirks are just...so slightly different there's no way to tell they are different?
I mean, there are billions of people on the planet. Simple logic tells you that there's going to be overlap somewhere.
And that's not even factoring that Quirk inheritance is genetic, and by necessity many people are going to have similar, or identical, Quirks.
But, yeah, the simple answer is that two completely unrelated people can have Quirks that seem functionally identical.

It's like saying that everyone has a unique body type: technically true, but there will be tons of people who are so close that theirs might as well be the same.
Remember that Dabi having the exact same quirk as Shouto's missing brother generates zero suspicion In-Universe.

For examples in the class, both of Tsuyu's parents are frog persons, and both of Toru's parents are invisible.

Also, Jiro's mom seems to have her Earphone Jacks, but since I don't think we know what her dad's Quirk is (I wouldn't be surprised if it had something to do with sound), I don't know if they function the same way.

Straight inheritance is (seemingly) the norm.
The point I was making is that Tsuyu's and Toru's parents essentially have the same Quirk, even though they themselves aren't blood-related.

This one might need an actual explanation though. If it was just a fire Quirk that would be one thing, but blue flames seem like they're supposed to be exceptional. I guess it will depend on what the Todorokis think happened with Toya.
Quirks could appear to be similar, but the difference might be in the details once they get a closer look at.
For example: Super Strength
All Subjects below have it as the main effect.
However...
Subject 1: Ropes, Quirk allows the users muscle fibers to knit together as rope beneath the skin, allowing it to store even more muscle in the same amount of space, allowing the subject to be stronger without visible changes.
Subject 2: Brittle, Quirk makes anything the user touch with their hands and palms much weaker, turning them breakable enough to be carried and broken by the user's ordinary base strength.
Subject 3: Anti-Gravity, allows the user to reduce the weight of anything they touch and hold to a 1% of the original weight, allowing them to carry heavy things like feathers and push cars like nothing if the break isn't locked on. No change in the user.
Subject 4: Power Drain, saps the strength of anyone the user touches in order to add it to their own. No visible changes.
Subject 5: Pure Muscle, the user is a mutant with only the spine and skull as their sole bones. The quirk in question compensates for a skeleton with muscles instead and without the risk of breaking bones from over training, they can train themselves much stronger and bulkier by repeated practice. Mutant type quirk.
Subject 6: Immovable, As long the user got both feet in the ground, they can't be pushed away from the spot or change. Allowing them to tank anything coming their way without getting crushed, may it be cars, punches, trains or even flamethrowers and the like. The moment they break the two-foot rule though, they are just as weak and mortal as anyone else.
Subject 7: Gravity Split, Quirk removes the gravity pull from an object by touch. Meaning that the object is no longer held down by the earth's gravity field at all and sends it flying at the speed of the earth's rotation (except that it's the affected target that doesn't move and the rest of the world is turning without it.) Due to the rotation around the sun, the target will be sent off into outer space unless the effect is undone alarmingly quickly. From the outside, it looks like the user is megaton punching the target into oblivion with a single strike.
I can go on and on...
But this is an example of how multiple people can achieve the same effect with a quirk despite the details behind it being drastically different.
That's basically the same as Kirishima and Tetsutetsu, whose quirks are initially functionally the same despite being different at their core (hardening vs. steel transformation).
FWIW a background character says he's a fan of Endeavour because he also has a fire Quirk
Song of the SirensYou didn't even need to go that far. Midoriya has Enhanced Strength. Satou has Enhanced Strength after eating sugar. Ojiro has Enhanced Strength in his tail (it shattered a robot in one swing. That takes a lot). Kendou has Enhanced Strength when she increases the size of her fists. Tsu has Enhanced Strength in her legs.

Yeah, technically every Quirk is unique outside of direct inheritance (e.g. Jirou's mom -> Jirou), but there's plenty of ways for them to be "similar enough".

I was actually shocked when I learned that people in other countries found the colors of the Mario mushrooms weird, because it was just so natural to me and everyone I know. Hell, they're even the page image for Wikipedia's mushroom page.)
