I think it's just that What's New Scooby Doo was the first time the fact they barely interact came up. While it wouldn't exactly be out of character for any incarnations of Fred and Shaggy to be interpreted as close friends, it also makes sense that they don't have chemistry because they never talk.
One of my favorite Fred moments is when they foil a crook who kidnaps dogs and he explains that they did it because "After all, Scooby Doo is a dog and we love him very much." Fred is best himbo. But yeah he and Shaggy need to hang out some more in modern cartoons and movies.

The original series never tried to highlight friendly interactions all that much beyond Shaggy with Scooby, and that kind of carried of as an artifact until the recent versions had to address that issue.
Those original characters, Dobie Gillis and Maynard, by the way, were probably inspired by Archie and Jughead, who had been around for over a decade by then, and they had been so popular it was unlikely the Gillis creators were unfamiliar with Archie.
So you still can see a lot of Jughead and Hot Dog in Shaggy and Scooby. It's weird how, despite Archie and Scooby each crossing over with everything else under the sun, and Archie and DC having a story of teaming up, Archie has never met the Scooby gang beyond that Scooby and Josie old teamup, which was never repeated, and it didn't involve the mainline Archie gang.
The other curiosity about Scooby's Dobie Gillis pedigree is that, as its title implies, Dobie Gillis was about the lead in a love triangle with the Daphne and Velma inspirations, something that has never been played with in the Scooby ip, other than arguably the Velma series to some degree.

It's been announced months ago, I think.
Hopefully, this is the last time we'll hear of Velma. I'm pretty sure this show is gonna be a Star-Derailing Role for Mindy Kaling.

Is this more of WB dropping the hammer on animated series on MAX, forcing those series to find other lodgings elsewhere?
On the upside, I don't remember if Boo Brothers was ever on MAX in the first place, so it'll be a nice place to rewatch it for the first time in like twenty years.

I will said the movie does have some subtext abotu Velman alwasy feeling second hand to daphne. or so I gather anyway

Like, that's flat out the greatest feat they've ever accomplished across all continuities.
One Strip! One Strip!I’ve finally started watching it all the way through too. There really is a LOT of emphasis placed on how amoral the adults are, and how none of them care about the damage the monsters/crooks do and in some cases actively want them to continue rampaging because there’s No Such Thing as Bad Publicity.
Also alot of corporate satire. One episode episode explaining they can't take legal action against the blatantly evil and destructive MegaCorp Destroido is because they've been declared a "sovereign nation".
It's a show that tries to pull Crosses the Line Twice but it goes in with so much gusto that it ends up crossing the line thrice instead.

I think there have been some stuff with Velma and Scooby as well with A Pup Named Scooby Doo and Where's My Mummy showing he likely saw her as his second best friend after Shaggy. There's also Mystery Incorporated, but Velma also kinda spends the first half of season 1 forcing Shaggy to choose between her and Scooby.
