Sorry, those were two separate questions:

Can I use a minigun?
and
Can I be a full-conversion cyborg, or is that too crazy?

The minigun would not be a factor of the cybernetics, just a standalone weapon.

Minigun yes, full-conversion cyborg no. AI technology is tightly controlled in the Mass Effect universe, and I think even Shepard's cybernetic enhancements in ME2 are considered advanced beyond galactic standards, though that could be because she was dead at the time.

  • Rank: Not the leader or particularly high ranking, I am not sure about the rankings so I will leave this blank for now and take what's appropriate. Corporal
  • Squad Role: Infiltration/assassination. So sneaking/turning invisible, hand-to-hand combat/stabbing dudes in the back with an omniblade, and sniping.
  • Skills: Infiltrator class powers. Also good at driving hovercars fast through crowded skies, weapons and armor maintenance, and paperwork.
  • Weapons:
    • Black Widow
    • M-9 Tempest
    • 3 Sticky Grenades
  • Personality: Like pretty much every other sentient in the galaxy, she hates the Reapers, but believes they can be defeated. Dislikes people who think that fighting head-on is always the first option, or who prefer plans that maximize visibility and "glory" instead of trying to do things discreetly. Is friendly enough, but not overly warm or compassionate.
  • Backstory: From a long (from a human perspective) line of officers, Star joined the family business and became a cop on Ilium. For only fifty years. She happened to arrest the son of a rather influential volus who was supposed to be off-limits, and was fired to prevent him from pulling his funding. However, she had racked up quite some experience doing undercover work, and both her moms pulled a few strings with some of their contacts in Thessia to get her into the military.
    Strangely enough, this turned out for the better for her. She had never really developed her biotic attacks, spending the time that most asari spend on learning how to make a singularity or warp out on the gun range, which caused her to subconsciously refine her control over the element zero in her body to stabilize her aim and motor control far beyond average, and well enough to be a spy and assassin for the Republics. Huntresses get all the glory since they show up and take out the toughest targets, but spies take out every other target, and do it without being seen. Unlike those showboaters. She spent her time zipping around the galaxy to find the latest threat, creating and turning assets, and gathering information for Thessia for a few decades, continuing to do so after the Reapers invaded until she was assigned to Ansina and the Menae.
    Instead of standard asari armor, she wears a set of male quarian armor, and even has her translator set to project a male quarian voice to those not in her squad. It's obviously not a perfect disguise, given that her knees are slightly bowed back from what's expected and she has five fingers, but holds up well enough at a distance or under light scrutiny to avoid having her own face be seen. She insists this is to keep a tactical advantage in infiltration roles by using a covert identity, and vehemently denies the rumor that she just hides her face so much because she owes a lot of money to someone on Omega.

  • Name: Hierax Thraxis
  • Age: 26
  • Race: Turian
  • Rank: Private First Class (negotiable, depending on general squad rank. Suffice to say, he’s going to be one of the lowest-ranked.)
  • Squad Role: Shock Troop
  • Skills: As Hierax was trained from his very youth by an elite Armiger, he can fill almost any role on a squad if he is called upon to some degree of proficiency. When training, Hierax excelled in close-quarters combat, mostly because it was one of the safest forms of training but also partly because he enjoyed beating the shit out of his brother.
  • Weapons: Hierax carries a fair few weapons into battle, as one would expect of an Armiger troop. His preferred weapon is the standard-issue turian assault rifle, a Phaeston - modified to his needs with a bayonet. Since, as a shock troop he often ends up in close-quarters battles, he’s taken a shine to bringing the famous batarian Raider shotgun into fights. Finally, as a fallback weapon, he carries a M-5 Phalanx heavy pistol - preferring it’s medium of stopping power and fire-rate that makes it a reliable fallback at all times. Hierax makes use of a few explosives too, carrying standard fragmentation grenades, flashbangs as well as the M-100 Grenade Launcher for when handheld grenades just aren't enough. He also carries two different kinds of CQC weapon - whilst he has an omni-blade program, he prefers to use a physical combat knife, as there’s less to go wrong. Finally, as an Armiger troop, his armor is outfitted with small thrusters - allowing him to reach high places or simply traverse ground faster than he could on foot - however there is a limited fuel supply available and thrusters on the arms are required to remain stable in flight, which excludes firing from the air.
  • Personality: Hierax is more than a little bitter at his situation, but it doesn’t particularly show - he has a habit of hiding negative emotions behind dry sarcasm and occasionally, enthusiastic sarcasm. He more than has the ability to gel with his fellow troops, but he’s also very well known for causing friction with his superiors - although he’ll never ignore or defy orders for anything but the most base moral grounds, he will be very eager to let you know when he isn’t happy with the orders he’s been given.
  • Backstory: Hierax never really liked the Hierarchy. Being brought up on Palaven, it was a certainty that he was going to be drafted into the military at fifteen like every other turian ever. It was a fate that kinda sucked, but it was made far worse by Hierax’s father - the man was decorated for his efforts during the Relay 314 Incident, and even though he was starting to push fifty, he would make a hell of a soldier still - but that kind of legendary military prowess was a part of his family - he can trace his lineage back to war heroes of the Krogan Rebellions.

It seemed his family’s legacy wasn’t set to die with him either. As soon as it was even close to practical, Hierax was trained to be the perfect soldier. Not wanting to shame his father and family, he trained daily with his father, becoming the best soldier in the known galaxy who didn’t want to be one. Daily drills made up his youth. As soon as he could hold a gun, he was taught how to fire it. He was for all intents and purposes fully trained to join the military before he was even trained by them - it wasn’t a surprise to anyone when he joined one of the most elite units of the turian military - the 26th Armiger Legion.

Although his skill in combat was often commended with the unit, his discipline repeatedly held him back from promotion and ascension in the ranks, especially his attitude toward his superiors - his record shows at least five demerits based around the phrase "kiss my ass, sir" alone and a further demerit came from the use of the phrase "With all due respect, kiss my ass, sir." When the offer came to join Ansina and her ship, he accepted it through gritted teeth; he knew that none of his family would have permitted him turning down the opportunity to work with a Spectre.

  • Rank: Lance Corporal. Karen passed up her last opportunity for promotion, considering ranks to be superficial in spec-ops warfare, and choosing to keep "Lance Corporal" just because it sounds cool.

  • Squad Role: Medic/Support

  • Skills:

Karen has attempted to focus on all different areas of expertise generally found in the Alliance's engineer troops: Weapons maintenance, repair and modification, field medicine, hacking/decryption, and of course devastating blasts of energy. As a result she is a jack-of-all-trades, master-of-none. While highly proficient in all of the above areas due to her long service record, she does not truly excel in any of them. Perhaps she was chosen to serve on the Menae due to this flexibility.

  • Weapons:

M-11 Suppressor

In addition to the punch it packs, Karen chose the Suppressor for its value on missions requiring some degree of stealth. Karen's pistol is powerful for its size, but owing to its high projectile velocity and rate of fire, it overheats quickly during combat. This limits her ability to contribute in an extended firefight. Switching to thermal clips could significantly improve her firepower, but she is loathe to do so, as she feels that it is more important to carry additional grenades or medi-gel packs.

  • Personality: Karen's specialties require her to be somewhat of a geek when it comes to cutting-edge technology, whether it be in the form of bio-medicine, advanced A.I.s, or the hottest new weapon mods. She passes what little downtime she has reading up on such topics and tinkering with equipment, and brings back working samples of an enemy's equipment whenever possible. Despite her seemingly absent-minded nature, she is focused in battle, and respectful of both squadmates and commanding officers.

  • Backstory: In her youth, Karen viewed the Systems Alliance military as a means to an end, a way to get off of Earth, see the galaxy, and live an exciting life traveling between exotic locations. Her chosen focus as a soldier—initially serving as a field medic with no other notable skills—was a calculated attempt to put herself in the safest position in the event of actual combat, rationalizing that medics were still necessary combat personnel, and so she was still contributing despite her selfish motives.

A strict schedule with precious little shore leave, harsh discipline, and the minimalist lifestyle led aboard military starships quickly disavowed her of these notions. Her first live-fire combat situation also shocked her out of the naive concept that she could be safe on the battlefield; when the soldiers began to go down, she was ordered to move to the very forefront of the fighting in order to administer medi-gel, and was quickly shot herself.

Some would have washed out as a Cat-6 after such rude awakenings, but Karen took the opposite response. She viewed her previous mindset with disgust and began to take her service seriously. Throwing herself into her duties allowed her to avoid dwelling on the soldiers who might've died as a result of her incompetence. She honed her skills ruthlessly and jumped at the chance to receive more specialized training in the engineer corps.

  • Rank: Corporal/Sergeant or Staff Sergeant, you decide what you want Red.
  • Squad Role:Medic/Support
  • Skills: Adept Skills Including the useage of Medigel.
  • Weapons:
    • M-76 Revenant.
    • M-3 Predator.
  • Personality:Sanguis is strict on rules, very formal, well mannered and usually nice to others unless you mess with him, people close to him or otherwise incur his anger and wrath.
  • Backstory: Sanguis is your usual Turian citizen, a normal family on Palaven, expect for one thing.He was discovered to be exceptionally good with Biotics, since this was discovered (around when he was 13) his family has pressured him to train in fighting, as opposed to his original desire to be a medic. He was recruited into the Cabals, serving in his squad until he finished his military service at the age of 30. Then he decided to settle in the Citadel, and join C-sec. There he was assigned to the Special Response due to his commendable service in the Cabals. He decided to learn medicine and become a combat medic in the Citadel. He started to become attached to his squad who he had been with for a while. Refusing promotions to better position so he'd stay with them, however, once the Sovereign invaded the Citadel, his squad was killed by the Geth and Husk army that attacked the Citadel and from then, a doubt about Turian morals has been implanted in him, and whether or not he should be blindingly following the orders of his superiors.
However, he continued to serve C-Sec until the invitation from the Spectre came. Seeing it as an opportunity to get back at the Reapers, (Which by the time he learned that the attack on the citadel was done by Reapers and not just Geth) he accepted the call to serve the Spectre's special black-ops.

  • Skills: Soldier - Adrenaline Rush
  • Weapons: As a soldier, Katherine knows how to properly wield and care for nearly every single type of weapon as a professional requisite. However, she does have her preferences and while she prefers to adapt her arsenal to the mission at hand, in ideal situation she'd rather have...
    • M-97 Viper: Great accuracy and speed at the cost of some fire power, makes this a good long range weapon for a fighter in the thick of things.
    • M-96 Mattock: Accurate and powerful while lacking in fire rate due to its semi automatic nature, this weapon makes every shot count and rewards good aim and a cool head in the combat field.
    • M-27 Scimitar: An essential piece of equipment to round up Katherine's other choices of high precision but low fire rate weapons, the Scimitar may lack the stopping power of other shotguns, but more than makes up for it in its large clip and rapid fire capabilities, which is essential when dealing with targets that get too close for comfort.
    • M-5 Phalanx: Backup weapon, a strong heavy pistol with a good amount of damage to inflict even on such a small size.
    • Heavy Weapons: Would rather not carry one for usual combat, preferring to select one as needed to deal with a big threat.
  • Personality: At her core, Katherine is a disciplined soldier, a military woman through and through. Focused, cool headed, resolute and brave, when it comes to business she can forget everything else and see only that which needs to be done and then apply a practical solution to it. She finds it easy to follow a regimental life style, constantly training and studying as befitting her earliest raising. However, she also refuses to be nothing more than a combat machine and actively tries to be friendly and try new things. She tries to enjoy everything she does, has some rather 'childish' to some hobbies and tries to make the most of her off duty time.
  • Backstory: Katherine was born and raised in the very middle of humanity's fleet, both of her parents accomplished military people. Her mother being a combat specialist like she would eventually become and her father having a long and prestigious career in spatial warfare and tactics, captaining his way to loftier positions as well as bigger ships. Both of her parents never married, Katherine being the product of a one time fling... however, once her parenthood was determined, her father took full responsibility for the child and took an active role in sustaining and raising her. However, while both of them were great at their jobs, they certainly were not so at raising children. Katherine had a deeper connection to the staff she was usually put on daycare with than either of her parents... her father being specially cold, though due to little fault of his own... he only knew how to deal with subordinates and superiors. Thus, to get approval and attention from them, Katherine engaged from an early age into imitating them and while living in a military vessel, trying her best to be the best army brat she could be. Decorum, discipline, training and studying became second nature to her, and her astounding progress gave her validation and approval from both of her parents. However, as she became older and after such a stressful and demand filled life, she reached a breaking point and after a brief period of despair, she realized that she didn't want to be like the two of them. She saw her aging father as one of the strictest, most boring people she has ever known... and with retirement approaching, she saw him despairing as beside one time flings, the man hardly knew what to do with his life besides work. Her mother wasn't much better, sinking into alcohol and growing grumpier with every year. Instead, Katherine looked outwards into the people around her and even civilians she encountered, trying to find the happiest people and those with most meaning in their life. From them on, she saw a shift in her attitude... as she tried to find more meaning in her life than her work-a-holic parents ever knew, making use of an extensive, accumulated vacation time to try and find herself. She returned to the field a changed person... and while she remained the top of the line soldier she ever was, her new outlook in life and attempts to bond with her squad mates only saw her performance rise... giving way to her eventually being drafted to one of the most elite of squadrons.

It's less that snipers are redundant, and more that if they both rocked the same type we'd have less ways to compliment each other. Additionally, I haven't played the game in ages and just strolled into the wiki and picked the one with the highest accuracy, but Dalt's description of it reminded me that that sucker is more like a DMR than an assassin's sniper rifle.

Does anyone have a preference for timeframe or so on? I'm working on setting it somewhere near the beginning of the Reaper War, right before Tuchanka is attacked (between Priority: Sur'Kesh and Priority: Tuchanka, basically), but I can change that if people would prefer something different.

Yeah. Before is probably good - let's say after the invasion of Earth but before the Council worlds start feeling the pressure. It would make sense for the Turian Councilor to start making moves to support the galactic war effort around that time, with Shepard as well as Ansina.

Yup. I'll likely be setting it right around the time the Turian Councilor approaches Shepard to extract the Primarch from Menae - Palaven is under attack, but nothing more is going on.
