The funny thing is they keep taking aspects of Bruce's character and giving them to other characters.
Bryan is an American kickboxer who like Bruce clashed with Lei Wulong at some point.
Steve has Bruce's backstory of being an orphan and refusing to throw a fight causing a price to be put on his head. Also both have a connection to Lei.
Josie borrows some of Bruce's moves.
And now we Fahkumram whose fighting style and backstory of refusing to throw a fight mirror Bruce.
Hell, according to this interview with Katsuhiro Harada, the American segment of Namco's arcade division doesn't consider Bruce a true Muay Thai fighter.
I mean, that's blatantly untrue given what Bruce's fighting style looks like.

Fahkumram's very Baki-like build replacing Bruce is doubly funny considering Keisuke Itagaki, Baki's mangaka, designed a muay thai costume◊ for Bruce back in Tekken 5.
