Gonna compile whatever world build stuff is okay/allowed by JR when we joined in:
Places
- Arcadia: The richest district Of Echo City, were all the massive towers of the upper class live, it's said to be closest to Heaven as you can possibly get on earth, there's a cure to every sickness, no starvation. It's the perfect place to be, of course, only the upper class get to be there.
- Midgard: One of the most known middle-class districts of Echo City. The area is geographically near Arcadia, so it has some benefits such as having ritzy apartments or well-built houses if one has the cash or money to afford it. The area is near the downtown core of the city, serving as the residential area for most middle-class citizens.
- Oakleaf: One of the most notorious lower-class districts known as "The Gutter", located on the eastern border of the city, is the worst slum in the city, full of crime, and due to a problem with the sewers, the neighborhood is flooded with about three feet of raw sewage at all times, leaving most people to live on the roofs of buildings, with hastily constructed bridges, most law enforcement units/agencies stay out of this area, as it's too crime ridden to be worth saving, most suggestions have consisted of building a wall around it and just letting it die.
- Echo City Police Service: The main law enforcement agency for Echo City. Despite enjoying support from the populace, there are corrupt officers and employees working in and out of the agency, most of them serving as double agents/moles for various criminals or terrorist groups or sometime being bribed by those who have the money to drop charges against them or look the other way if their immediate family/friends get involved in a criminal incident.
- Public Security Bureaus: There are currently eight Public Security Bureaus in operation throughout Echo City. Most are either under the jurisdiction of the city's Department of Interior/Justice. All officers working under the various PSBs are allowed to use EPS and other LEO resources as long as it helps them with the case they are working on. Critics and criminals/terrorists refer to them as "PISS".
- Section 1: Known as the "Special Investigations Division", they are a part of the EPS meant to investigate serious cases when the chief orders them to do so. Their jurisdiction is limited to the entire city.
- Section 2: Under the control of the Department of Health, its job is to enforce laws on any unauthorized cyberization experiments and on cyberization technology where the health and well-being of its citizens comes at a risk.
- Section 3: Under the control of the Department of Interior as it's anti-narcotics unit.
- Section 4: Unknown.
- Section 5: Under the control of the Department of Justice, serving as the city government's law enforcement agency and as its main internal intelligence agency. They are responsible for conducting LE activities in the city when requested by the city government, the EPS or when the section chief decides to get involved in an investigation. They are also in charge of conducting investigation on any corruption or any wrongdoings committed by the EPS and other LEOs. There are rumors in the LEO community that the bureau is allowed to assassinate anyone, including fellow LEOs peers and officials from both the city and foreign dignitaries and VIPs if they can get sufficient evidence of wrongdoing on their part.
- Section 6: An independent external intelligence agency of Echo City, Section 6 conducts operations against external intelligence agencies/criminal/terrorist groups that may put the city at risk, including criminal and terrorist activities. S6 agents are recruited from military/intelligence agent backgrounds. Like Section 5, there are also rumors that the bureau is also allowed to assassinate anyone if they can find sufficient evidence of wrongdoing on the part of the culprits. However, the bureau is not allowed to conduct operations that may put itself in a jurisdiction battle against fellow bureaus and LEOs, including the EPS. Rumors also suggest that S6 may have conducted operations outside the city, but the section chief nor the city government has commented on these suggestions.
- Section 7: Unknown
- Section 8: Unknown
- Section 9: A recently established bureau, it's "under" the control of the Department of Interior, but it either answers to the Interior Secretary or to the Mayor when orders are issued. The DI had created the unit as a black ops LEO to recruit nationals from all over the world to tackle crimes and terrorist activities in the city from cyber crimes to serious attempts of terrorism and high-profile crimes without the necessary risk of being exposed to the wrong persons. If there are sensitive or serious events that the government/relevant departments would like to keep under wraps or minimize the publicity damage, Section 9 would be called in. As such, any budget allotted to them is declared to be "classified information" with much leeway to what types of weapons and equipment they need. The public is unaware of their existence, with the exception of the city government, LEOs operating in the city under strict rules to not mention the unit or face dismissal from service. Most of its officers are recruited from elite police and military units after from either recommendations from their parent agencies or from being scouted by the government.
That's it so far. I did modify the purposes of the PSBs from the GITS verse. Hopefully it's fine, but it can always be changed or updated when needed.
