Yes, you create both. One to act as a avatar for your country to interact with other countries, and one to go exploring the world. Your characters should be from the country you created, like representing the highs and lows of your people.

What is so amusing about this? Why do you take lives? How can you forget?Why would you make a dude from a different nation? You'd have no idea about all the stuff that hasn't been worldbuilt yet, and you'd have to check every single post with the nation's player to make sure you aren't making mistakes.
Also Faux, Welsh dragons would explain the whiskey, which they require to sustain their fire breath

As Nman said, to play from a different nation would basically require you to constantly check in with someone else before you made a post. Making characters from you own nation is what we do so that your people get fleshed out.

Well, they try not to invade other people's territory by expanding downward. But, I suppose down can't last forever.
Diplomat
- Name: Kheema
- Age: 83 (37)
- Gender: Male
- Nation: Uttowaith
- Appearance: Kheema is one of the shortest of the Uttowaiths, being just a couple inches above five feet. He is also one of the darkest of them as he does not have any coloration besides the base grey-brown fur. His black robes flow far past his feet, dragging along behind him to aid in his protection from the surface light, along with a pair of goggles that does not fit his authoritative position.
- Skills: He does not know much magic or fighting techniques, but being the ambassador for Uttowaith and the Representative of The Grand Triumvirate, he is one of the few citizens of Uttowaith that can speak the common language of the land, instead of simply knowing their own and nothing else. He's also well-versed in literature and runes, which are quite hard to know of underground.
- Items/Equipment: He travels light, usually with nothing more than the robes on his back. On the occasions where he carries items on his person, it tends to be parchment and a writing implement.
Adventurer
- Name: Hahtta
- Age: 68 (22)
- Gender: Female
- Nation/People: Uttowaith
- Appearance: It's hard to tell her fur color, as she has covered nearly every part of her body in clothing. A layer of cloth bandages around her arms/hands, legs/feet, and the other obvious areas, with simple clothing above that and some leather armor over that. A wide-brimmed hat sits on her head to block out the sun. tied with string to keep it from flying off. She does not wear goggles as she's blind, eyes permanently closed.
- Skills: Having broken off from Uttowaith at a young age, she has had time to expand her knowledge of magic and soon settled on that revolving Earth and dirt. She can sense the general area around her through the ground, can control rocks and sand, and general Earthbend.
- Items/Equipment: She keeps a dagger hidden in a sheath on her hip, and carries a pouch of gold wherever she goes.

Hey so while we're getting our worldbuilding going, who wants to have been invaded during the Pandalorian Wars ~1500 years ago? It's a good deal, because you get to win and say you beat them.
I'll make my actual characters this weekend when I'm less busy, and we have a better idea of what the world looks like.
Adventurer:
- Name: Quelnaar Hu
- Age 175 (Human equivalent early 20s)
- Gender: Male
- Nation/People: Oreia/Elf
- Appearance: 6', slender build, crew cut silver hair, gold cats eyes, pointy ears. His "work clothes" are a mottled grey tunic and trousers with a hood that covers everything but his eyes and mouth.
- Skills: Camouflage, stealth, disguise, lockpicking, climbing, escapeology. Skilled with swords, throwing knives and unarmed combat
- Equipment: Keeps a wardrobe full of clothes allowing him to mimic any class and profession. When outside the city he will bring along one set besides his "work clothes" usually "Peasant" or "Merchant". Climbing rope with folding grapple hoo, short sword, dagger, throwing knives, lockpicks.
