Under the current constitution, yes, the job of acting president has not went past Prime Minister. I've heard the line of succession went past that before, after either the April Revolution in 1960 or the December coup in 1979.
Unlike in the US, if president is impeached, the PM becomes acting president until the Constitutional Court decides wheter to remove the president, and if the seat of president becomes vacant the PM becomes acting president for 60 days while an election is held to find a new president. That is why in the Korean remake of Designated Survivor a major theme was the dilemma of how much an acting president is allowed to do compared to a full president.
The line of succession for President of the ROK is as follows:
1. Prime Minister 2. Deputy PM for the Economy and Minister of Finance 3. Deputy PM and Minister of Education 4. The cabinet ministers, starting with the Minister of Science and ICT,

However, the general consensus among constitutional law experts is that the acting president can only exercise the powers of the president to maintain the status quo. This is because no one in the list of succession is elected, so they do not have the political justification to make politicial decisions.

Han made a televised speech this morning saying that he would not appoint the justices without bipartisan support. The Democratic Party said they would vote on Han's impeachment on Friday, local time.

. The PPP said that the post is "clearly fake news", saying that Han is not the son of a b**ch, but the son of a person.
The National Assembly is voting on Han's impeachment.
Update: The vote passed 192-0, with all PPP lawmakers boycotting the vote. Acting president PM Han Duck-soo is impeached. His powers will be suspended while the Constitutional Court decides whether to keep him in office. The seat of acting president and acting PM now goes to deputy PM for the economy and finance minister Choi Sang-mok.
