Rue, speaking for the entire series, is a rather minor character in the Hunger Games with a big impact. And her race wasn't a big thing to the series, but having her be played by a white actress with change a lot of the themes and context being brought up by her scenes. It would completely change the dynamic.
While I want to say any actor can play any role, it depends on what kind of a context or theme that would end up creating.
I never saw the movie (because I heard it was awful) but I didn't care that Sue and Johnny weren't the same race in the new Fantastic Four since A) People DO adopt kids of a difference race than themselves so its completely possible, B) its something that can resonate with some people easily, and C) Could have some interesting dynamics at play. But, from what I hear, it wasn't a good movie anyway.
Which considering the overwhelming domination of white actors and actresses, and the fact that acting is a rather upper-class job as a whole (when your success isn't tied to family connections), is the best way to keep the lack of minorities as it is.
I think that there should be more movies which among the points they are trying to make, should prove that in many, many cases the race of a main character does not matter, in order to have the "white is default" rule disappear. Historical movies aside - and even then, it is much more likely to cast white guys and gals as non-white ethnicities than the other way around (has there ever been a black, latino or mixed race actor/actress cast in a historical role without somehow inserting this fact in his/her background?) - there is no real reason for leads to be overwhelmingly white.
As in, white people are not naturally gifted actors. But they have been here for the longest time, their ethnicity never stops them from getting a role, and they will never be accused of "getting a role because they are white" (so for diversity's sake). Instead, they will get the role because they deserve it.
Note also that I haven't seen anyone bat an eye at Michael Fassbender being chosen to play Steve Jobs. Jobs was half-Germa(nic Swiss), half-Syrian. Guess which half they favored to pick the actor that would play him. It is also the second time in a row a white guy played this extremely prominent mixed-ethnicity figure.
Another issue: what are the most popular movie genres? I would say that you have scifi/fantasy, historical, or crime. Crime might be the genre with the best representation of minorities, but it moved from the big screen to TV - it is becoming rather rare to get a huge crime movie these days. Historical goes down to "the real-life characters were white, so we have to pick white actors, y'know!" pseudo-fact that should be dismissed because real-life non-white characters are regularly played by white actors and actresses, but persists nonetheless. And many scifi/fantasy settings are based on other materials - graphical or not - which run on the "white is default" rule more than anything else.
So for dubious reasons, it is incredibly hard to change the fact that the most popular characters "have to" be white for movie producers.

I can't wait to see if John does a segment on how US elections actually work. Based on how messy the 2016 one has been and some of his previous comments, it feels like only a matter of time.

That's a really subjective guideline, though. It's rare that there's just one actor who absolutely nails their audition and the rest were just mediocre. Often times many actors who auditioned are a good fit for the part, and who gets it comes down to things like schedule, focus group polling, star power, etc. With those additional goalposts included, it's not hard for things like age and race to become implicit factors too.
Besides, no casting director is ever going to say that they didn't choose the best actor for the role. Even M. Night Shyamalan was claiming he did for his cast for The Last Airbender.
