@Fergard: BB is here, but I haven't heard from Daltar in a week or so. Personally, I'm fine with just quietly ignoring their absence and letting jump back in when they have a chance, but my biggest concern is that if it's just one player and the GM (like it's predominantly been with team 1 for the past month or so) then there's little chance for character development and the less frequent players get discouraged from contributing. It becomes more of a solo mission than anything else.
My advice would be a two week waiting period, followed by a PM to the player, followed by another weeks grace period. If the player doesn't respond, the character is moved into the background, on the off chance they show up again later. If a few more weeks pass, say, three or four without an update, the character is put up for adoption, allowing a new player to jump right in.

Again, I think the talk scenes are a bit reason. Rather than having discussions about the world, I think just getting out there and doing stuff would be a lot more conducive to being active.
