No self-inserts, please.
This keeps happening, so for posterity — a self-insert is any character that is an extension of yourself. Characters that share your name and/or personality and/or whom you see as someone that expresses opinions that are your own that you expect everyone to agree with count.

I know how to build D&D characters because there's a motive to fill, and a background, your class, your skills — But orally, it appears I can't.

except that, we use our avatars to show a picture of what the characters look like
like if you could find a picture that shows what they look like (or close enough, even) you could use a dnd character
or even like a character from a videogame or a book or something

You see, the problem is that there isn't enough real information about the character here.
We've just got a vague idea of who this "Andrew" fellow is.
He doesn't seem to have much of a motivation.
At the moment it's kind of flat, and a lot of the descriptors that are there can be used for any other kind of character.
Intelligent, Sarcastic and Perceptive? That could be Sherlock Holmes or perhaps- Jack The Ripper.
Two very different people.
You just need to flesh out your character more than what you currently have.
As previously suggested; using existing characters and I Ps that you know and understand is a good starting point.

Name: Andrew Tovia
Age: Around 30
Gender: Male
Appearance: Born as raised as a normal, human being, he had experienced a "traumatic event" that changed his body to the deformed beast he is today. The color of his skin is dark blue, and his hands have no fingers.
Personality: A secular jew. Ticked off when asked about his "event" and may become extremely violent. He is very uncomfortable near other people, and lacks tact in those situations. He is, however, a highly educated person, and has a strong bond to his friends and family. He has a great, if sometimes shallow, sense of humor, as well as an opinion on anything you'll ask him about.
Abilities: His giant eye allows him to have a much wider field of vision than other humans, as well as a highly sensitive eye for small movements. He also trained himself to be very quick and dexterous with his hands, to the point he can steal something from your hand when you're looking right at him.
Tell me if this character does it. I find it interesting to play characters with PTSD.

Yes - yes, no - no.This is a good length for a signup - but do you think that maybe you could try another character first?
PTSD is a bit of a sensitive issue (for that matter, all real-life disorders are) and we want to make sure that you won't portray them in a bad light. It's not that we don't trust you, but we just want you to ease in first.

Appearance: Used to be normal. What happened to him, no one knows. His giant, floating eye is terrifying most people, trying to balance itself on his small body.
Personality: Intelligent, but has strong, firm opinions, lacks tact, has Dissociative identity disorder, and easy to piss off.
Abilities: Hypersensitive eyesight and extremely large field of vision.
