Make a list of pages with commented out examples so they are easier to find.

I think this is actually sufficiently distinct from "Fixing zero context examples" to warrant its own thread. The latter thread is focused on dealing with visible ZCE immediately—if they can be expanded upon, great, but if not, commenting them out is perfectly acceptable—whereas this thread seems to be focused on filling in the context for ZCE, whether or not the ZCE examples are currently visible. While those two purposes are conceptually related, the organization required for each is distinct enough that I think it would be easier to keep them separate.
It would go in Administrivia.Pages Needing Example Context.

There are Zero-Context Examples, and then there are these. The kind where there are so many of them, you could put a lot of advertising at the bottom of each page that has them. These are the pages so polluted by Zero-Context Examples, they Need Wiki Magic Love, big time.

There's at least several pages here that have so many Zero Context Examples, the bottom of each of those pages has enough filler to contain a wider-than-CinemaScope image tilted 90 degrees on its axis at the bottom without any folders (which may be just an exaggeration, but still). I propose that this thread be dedicated to bringing to attention each such individual page so whoever has the authority to do so on any given page (depends on whether or not the page in question was locked for any reason) can add context and/or (if they hadn't done so already) start reading the work in question and look for context (I personally recommend trying to only read one chapter/watch one episode or installment per day, so as to not go crazy over it, and also taking notes on the nearest word processor) to put in each ZCE.
Each article (e.g. work page, character page, etc.) brought up on this thread will be listed here, below this line of text.
