Should Pages with no examples always be cut?

I peruse the cut list queries / requests somewhat frequently, and quite often, subpages get cutlisted when the examples get moved, either because they are better suited for another work (such as a subseries), or they belong on a different page (Fridge Brilliance entries being moved from YMMV/ to Fridge/).

It was my understanding that when these moves are made, the blank pages were just supposed to be left blank but not formally cut, because then the autolocker takes effect and basically makes it a hassle and a pain in the butt for anyone who wants to come in later and add legitimate entries to the subpage in question.

However, I see these cut requests essentially always accepted, regardless of any challenges that I have made.

What is the official policy on this?

Subpages that are correctly named but have no examples should be left, as cutting them locks them without any good reason to do that. I'll ask the cut masters about it.

Page blanking is usually considered vandalism. Hence, people go on the safe side with subpages when all the content is wrong.

Thread title made me think this was about pages that had been subjected to an Example Sectionectomy.
