From what I remember of my Soul Caliber-playing days, that's a pretty good summation.
Now that I've looking at the page, there are sooooooo many examples that are just ridiculous. Some examples have entire shows accused of having every female character as a Ms. Fanservice. Everyone isn't her just because she's attractive.
I think this checklist was a good idea actually.
So where does that leave examples like Highschool of the Dead, where pretty much every female character that has hit puberty would probably be a Ms. Fanservice if she was in any other work that doesn't have so much overflow of fanservice?

We never had a World Of Fanservice trope, I think. We do have World of Buxom, though, which incidentally applies perfectly to HOTD.

Fiat iustitia, et pereat mundus.I would say no more than one, maaaaybe two, at a time. A long runner might change its Ms. Fanservice s out every once and a while, but if there are multiple women with competing levels of sexiness I do not think this applies.
Or perhaps we could go on Complete Monster rules where there is a fanservice standard for the work and/or genre that the Ms. Fanservice has to pass and if multiple women qualify in distinct way that can be given a pass. Like if there is the Ms. Fanservice who is super attractive and in skimpy clothing but also the Ms. Fanservice who is a total Domme and then the one who is like an alien with Power Perversion Potential who is always "threatening" to unleash it.
Eh, IDK, that may qualify the whole cast of most harem animes.

One of her primary roles, you mean; it's established that the character can have considerable plot relevance, or even be one of the main characters (if not the main character). And that doesn't mean that we can't have several female character who have providing frequent and copious amounts of fanservice as at least one of their primary roles.
Fiat iustitia, et pereat mundus.Which is pretty much applicable to a lot of the female characters in the "heavyweights" of the fanservice-vehicle series, especially World of Buxom types (or any other sort where "Buxom" is replaced with something else), like HOTD or Godannar. One would have a hard time finding a female character in them who is not mainly/majorly remembered for their copious fanservice, even if they are very important plot-wise and people do remember those aspects of their characters.

I like the checklist. There's a difference between "sexy for no reason/commercialization" and "sexy for the plot/due to character's inherent trait".
The latter is when it is done correctly, and the former is when it's basically flanderization. I like that. One character doesn't have to have all traits in order to qualify, let's be fair. A minimum of three, at the very least. Maybe two if we're pushing it.
I'm already seeing disagreement over how many women should qualify. It probably should be a case by case thing. There can be more than one Ms. Fanservice, most especially if they embody different aspects of Fanservice.
Note that just because you're not labeled Ms. Fanservice, that doesn't mean you're not attractive or that you don't provide eye candy. We need to put that into perspective. I want to be fair here.

And someone really needs to get around to YKTTW'ing that trope that we agreed needs to be split off Ms. Fanservice to cover some of the misuse / Trope Decay. What was it called... World Of Fanservice? Or was it a single-character trope?
