There were few heroes as great as the Mentalist. Wielding formidable psychic powers, he tirelessly fought for justice and peace. At least, until the day he went after a savage street gang, who somehow surprised and captured him. For days they toyed with and tormented him, until he...snapped. Not a single member of the gang was left alive, and the Mentalist himself was found two days later, a broken shell of a once great hero.

The Mentalist's capture, torture, and subsequent rampage alarmed both other supers and the general public. The public grew fearful of what would happen if another super-powered person were to go rogue, while the other supers were worried about this act setting a dark precedent for criminals to follow.

In order to appease both sides, the U.S. government enacted the SuperCard program. This law required all supers to carry an identity card with a tracking chip at all times, allowing the government to keep track of them if they ever went missing or rogue. On paper, it seemed like the ideal solution, one that would appeal to everyone.

However, not all supers agreed with it, with some citing a need for privacy when not "on duty" and others not trusting the government with that knowledge. Many of these supers refused to participate in the SuperCard program, creating a uneasy tension between them and the supers who did sign up, as well as the public.

It has been six months since the program was put into place, and those tensions linger everywhere, including the rapidly growing city of Felderton. While the supers either living or arriving there may disagree over the program, many do agree on one thing. It is not a question of if someone will try to exploit those tensions for their own goals, but a question of when...


Welcome to the third round of the World of Heroes. For those who don't know, I participated in both prior versions, and I'll be taking the GM role for this RP.

As with the prior versions of this RP, this focuses on the consequences of a Super Registration Act. You can create a hero on either side of the issue, with both sides having to deal with the problems that the situation creates. You do not have to have any prior knowledge of the first two rounds to participate (each is a separate setting and game), so don't worry about that.

The general rules are as follows:

  • No godmodding. Autohitting is only acceptable against nameless Mooks (they exist to be hit). Named characters and villains? No.
  • Standard forum rules apply. Be polite and friendly.
  • No copying established characters that do not belong to you. You can have similar power sets, but try to be somewhat original with what you make.
  • Nothing higher than a Super Weight of 3. (See that page for what that means.)
  • The tone is not supposed to be extremely dark and edgy, but neither is it overly light and fluffy. Keep that in mind when making a character.

I'm down for this. Be good to get back together. Will you put out a few more details regarding Felderton when you make the character skeleton? Namely, if it's coastal or on a river?

Just a question. The Super Weight scale is rather vague, considering most of the people who it classifies as weight class 3 (most shonen heroes and Flying Bricks) are usually capable of knocking down buildings with their punches and have trump card attacks that can level cities or even entire islands. Yet weight class 4 is considered "capable of singlehandedly causing a wide-scale disaster", almost like the destruction of an entire mountain range doesn't count as a large-scale disaster. I'd kind of like to know where exactly on this spectrum we're supposed to be. I get that you mean "no pulling around planets with a giant harness" like a certain Boyscout did (before the New 52 at least), but even the animated DCAU had Supes mucking around with nuke levels of firepower and the Flash running faster than light speed, so I thought it'd be prudent to ask specifically where we're supposed to be on the sliding scale of "who's day can we fuck up today".

[up][up]I think a safe bet would be putting their power around the levels that most shounen heroes demonstrate when they aren't using their special, city destroying abilities, or the standard super-hero when they aren't pushing themself to avert the end of the world/a city they usually protect.

But that's just a guess, mind you.

It's kind of funny. Sufficiently advanced stupidity is like sufficiently advanced science; eventually, you find something you can't solve.

@Nman: Felderton does sit on a river, but is not coastal. You would not want to swim in said river though (mild pollution problems). This is due to being an old factory town that kind of languished for a few decades. However, the past 10 years (the story is set in the mid-2000s in terms of technology and culture) have seen it boom into a true city...but with the typical problems that come with it. (This means that quite a few of you can and should be newer heroes moving to set up in the city.)

@KSPAM: Dragon basically summed it up. While you can push the boundaries of bigger powers, I'm not going to really allow someone who wreck a whole city. People like that are hard to balance around, and are going to be rarer in-universe. Therefore, I'm probably only going to allow one or two "heavy-hitters" at most.

Also keep in mind that there is no Hero Insurance, and No Endor Holocaust will not be in effect. You can't just tear apart buildings to get to people. Not only does this endanger lives (and I will make sure it does), but it kind of validates the people who were most outraged by the Mentalist's rampage, something neither side really wants.

Name: Don't be too unrealistic with this.
Gender/Sex: Male, female, or other (if applicable).
Appearance: You can write this out or link a picture. (If you want a tool to come up with appearances for you, I can PM you a couple.)
Personality: Self-explanatory. Just remember the above rules, and the fact that you are a hero (or wannabe hero).
Side: Registered (has a SuperCard or is planning to get one) or un-registered (does not). Keep in mind I will need a roughly equal number of players on each side.
Powers: As clarified above.
Backstory: Again, self-explanatory. I reserve the right to integrate any character's backstory into the main plot at any time, so PM me if you want anything specific to come of that. cool
Other: Any other useful information that doesn't fit into the above categories.

Ah, so it's like the East river (Insert mob joke here)[lol] Oh, and I was thinking of making a super who's closer to the Punisher in terms of powers (still just thinking, though, I got like... five... ideas), so I'm guessing that there ought to be some sort of "Stuff" category in the signup?

I added an "Other" category, so physical possessions can go there. Just remember, not too dark (since the Punisher is pretty dark). I don't want someone running around tranq shotting government agents. (For newcomers, I'm only half joking. Someone tried to pull exactly that in the first RP. It didn't fly then, and it won't fly now.)

  • Name: Rick "Revolver" Santos
  • Gender/Sex: Male
  • Appearance: Rick is an ambiguously hispanic young man of about 25. His features do this weird thing where they seem to almost completely change based on the angle you look at him. He's skinny, and about 6 feet, so when he tilts his head down down—thus giving people an angle more towards the top of his face—he looks sallow and narrow, utterly unimposing. However, should he hold himself high, his features even out, and the light catches his face to make it look craggy and rugged. Outside costume, Rick wears nice suits and ties; they'd look good on someone with better posture. His costume is a typical cowboy ensemble—poncho, boots, tassle-y leggings with chaps and spurred boots, along with a large hat. Both the hat and the front and back of the poncho have a large eye emblazoned on them, purple with three rays coming out of the top and bottom. He invested in some minor hologram technology, hidden in the eye on his hat, which projects a shadow over his face to hide his identity.
  • Personality: Outside of his costume, Rick is a skittish guy. Nonconfrontational and passive, he seeks to avoid fights whenever possible. He speaks with a stammer. However, once he suits up, it's a different story. His voice shifts a whole octave down and sounds twice as gravelly, spitting out one-liner after one-liner. He picks fights with anyone he thinks needs to go down, and he promises people that they will go down. However, he is only like this in costume. It's so bad that Revolver is a borderline secondary personality; while Rick is in control at all times, the only confrontational action he will do... is become Revolver, then take real confrontational action.
  • Side: Registered
  • Powers: Revolver's power operates in three stages. First, when Revolver picks up an object weighing less than ten pounds, he can will it and up to 17 other objects into an orbit around his body, generally gathering at the waist but capable of readjusting an orbit. If their path is interrupted, they are knocked free and fall to the ground. He can vary the distance objects orbit, but not their path. Second, if he points his finger like a gun, he can snatch items out of his orbit with his left hand and load up to six of them into a secondary orbit around his finger. Third, he can then fire these objects like bullets, working his thumb like the action on a revolver.
  • Backstory: Rick grew up raised by his grand-parents, a pair of kind but out-of-date geezers. Instead of watching normal kid stuff, he was raised to have an appreciation for the classics—looney tunes, he-man, and once he was older, John Wayne and Clint Eastwood. Those last guys really... captivated him. They were heroes, through and through. When he pretended to be like them, say to himself, "What would they do?" he suddenly just felt stronger! When his powers developed, it just looked like the right thing to turn into a telekinetic badass, protecting those who couldn't help themselves! Stopping bullies, yeah! When the Mentalist lost it, he kept a cool head. It was business as usual. If his list happened to have expanded to some old friends... well, that was a damn shame.
  • Other: Lives in a decent apartment downtown and works as an accountant in his off-time. Has three spare costumes and a seemingly endless supply of cigarettes to smoke coolly. Also owns a high-performance, custom built Harley, which he is only capable of using as Revolver(he walks to work!)

@KSPAM: Alien ambassador would work fine. I'm leery of the assassin though, so probably no to it.

@Taco: John Wayne meets Usopp, with telekinesis? Sounds fine to me. tongue Accepted.

Name: Kristin "Kris" Valas

Superhero Name: Peacekeeper

Gender/Sex: Female

Age: 32

Appearance: Her hair is now naturally blue. She's significantly shorter then average. Well toned muscles.

Personality: Wants to be upbeat and happy, but often not.

Side: Registered

Powers: High Level Healing Factor, Mid Level Super Strength (Her super strength allows her to fire disproportionately large guns in addition to punching really hard. She can shoot a Barrett .50 Cal like most people would shoot a .22.)

Backstory: Kris has always been heroic. She never really cared about getting suspended for fighting bullies when she was a Kid. When she was moved into foster care, her foster siblings could always count on her to stand up for them. She learned about the underground fighting rings when she was sixteen and used them to make money off the bets. She went to college for criminal justice, becoming a semiprofessional fighter. However, when her powers developed, she was dropped because it was not fair to the other fighters. She joined the Marines to pay for her last two years of college. Her powers meant that she was highly valued and a lot of what she did during her time there was classified. However, when her term was up, she left with the rank of Captain. She moved back home to Felderton and joined the police force.

However, Kris's blind spot has always been her personal life. She bounced from bad boyfriends to worse boyfriends and was an alcoholic until her powers meant that she metabolized the alcohol too fast to stay drunk longer then fifteen minutes. After that, pain became her drug of choice. The only good thing in her life is her daughter, Stella, (Now 17) who she is insanely protective of. It was Stella who motivated her to not give up.

Other: Her Favorite Movie is Eternal Sunshine of the Spotless Mind and she sees herself very much as as Clementine. She often quotes the line "I'm just a fucked up girl who is looking for my own peace of mind."

I actually just realized that Rick has no ability to actually get around. Would I be able to tack a badass motorcycle on there?
