Clarste is right about that Tatsuya and the test.
But there's also something else; as explained by Tatsuya a little later, there's an inherent flaw in the testing system used. Basically, the system only accesses usage of the most common categories of magic or something like that, which he sucks at casting.
Except that that's the simplest and weakest of his abilities. Also, Tatsuya was defending his sister's credibility (she was insisting that he was incredibly powerful and stuff), so he couldn't very well back down since her reputation was at stake.

He doesn't need a job and he is hiding something, he is hiding that he is a world known developer of the gun things people use to cast magic who had managed to implement some years prior to the start of the story a type of function (or logic, or something like that) that was theorised but not made aplicable up to that point. He will also make continous flight magic (mentioned to be imposible as of yet) posible and practical in a few arcs.

So? That "simplest and weakest of his abilities" is already treated as the onlookers as a very powerful form and application of magic.
Miyuki even outright revealed that he was trained by a highly competent master, one of the spectators notice how advanced and powerful his CAD is...if there is one thing that he wants to hide, it isn't his power.
Also, just telling Miyuki to calm down would have been a lot easier.
Continuously reading, studying, and (hopefully) growing.Since apparently I'm so awesome at guessing, I'd like to note that my secret for understanding his character is to think of him as a Parody Sue and imagine that he has the awesomest and most self-glorifying yet simultaneously humble explanation for everything. It doesn't need to make sense, since the only point of the story is to show how awesome he is.
The point of his sister in the story is to extol his virtues to the audience and the other characters because he's too badass and stoic to brag.

Seems that this was his reason for going through with it:
"They were going to work together in the same Student Council from now onwards, so leaving behind any bad blood would only hurt Miyuki."
He probably figured that forcing Miyuki to back down wouldn't have done anything to defuse the situation in the long run, so he decided to crush Hattori's pride instead. I agree it wasn't the soundest decision to make though.
Also, slight correction to my previous post regarding the flaw in the test. It's not about the magic category, but rather three very specific parameters being tested. His specialties are analysis and calculation, which aren't even considered in the test.

The stripping?
Technically the measurements can be taken even while fully clothed, but they won't be as accurate. But anyway, as you can tell, Tatsuya doesn't give a damn about a girl stripping in front of him. The biggest reaction she'd get out of him would be Please Put Some Clothes On.
Yes, she's in love with her brother, as you can tell.
Actually, her general behaviour makes this obvious enough, though that particular incident was particularly over-the-top...
Anyway, those three shorts are pretty informative. I really hope they release more of them alongside the main series because God knows the anime-only viewers will NEED the exposition.
Again, while the protagonist is ridiculously overpowered by reasonable standards, most of his classmates could be considered to be Gary Stu/Mary Sue(s) in their own right if set in their own series, imho. The impression I get from this series isn't "Magic as an alternative to technology/fighting spirit/martial training", it's "Magic as superpowers and the entire cast gets them."
Miyuki's bro-con feelings seem to start becoming a problem later on in the series. They're not reciprocated: Tatsuya's feelings, such as they are, are strictly platonic.

Ever heard of The Worf Effect? In order to be properly awesome, you need the people you're better than to look competent too. The better they are, the more skilled you look by comparison. This is Gary Stu 101 stuff.
"The Worf Effect" doesn't really apply in this case, in my opinion. I understand fully where the accusations of Gary Stu-ness come from: It's my assessment, however, that the protagonist is frequently out-shined by other members of the primary cast.
Bah, the story is basically about how Shiba Tatsuya with his powers is an Expy of the Hindu God of Destruction and Rejuvenation Shiva, complete with a "Third Eye" and a "Trident", and how his sister Miyuki is Parvati, complete with a Yandere personnality similar to Kali.
...no, really, not even joking, it becomes somewhat obvious if you look at the story with knowledge of your Hindu Mythos. Even more considering that Tatsuya himself is nicknamed Mahesvara by his ennemies, one of Shiva's name.
Can we say....God-Mode Sue?
The author isn't even trying to be subtle, is he?

Firstly, can we please go one chapter without having someone tell how awesome Tatsuya is? There was none in ch.15, 16, so that's good...but...
Secondly, what? There really isn't that much actual discrimination going on between 1st and 2nd class students?

It's a society that is built around magic, 2nd class don't get proper education they need compared to 1st, and have their magical career jeopardized. And there is no discrimination? And what does our hero and class prez say about this? They should stop being such an entitled bastards.
That's right, people. The "good guys" are essentially supporters of discrimination system.
Also, wait, class prez can select new members for the council? Also, as in the early chapters say, only 1st class students can join the council. What about election?! And yet she says there is nothing wrong with the school, but only the system of society?!
