It's kind of notable, as it introduces a MALE character — Ensign Akai. He's not the boss of the Maizuru Naval Base though (the vice-admiral is a woman), and is just a lowly assistant. Given his background as a lecturer though, I expect that the story will use that to sort out the stuff among the problem children of the base, specifically Shimakaze herself, who's quite a jerk.

Yeah, just finished the first chapter. I'm getting definite Dark and Troubled Past vibes from Shimakaze as the probable cause behind her jerkass behavior (i.e. she's probably either a Jerk with a Heart of Gold or has a Jerkass Façade as a self-defense mechanism).

Most of the game itself is automated and heavily RNG-influenced. What you can do as an admiral is all base-related: managing resources, fleet compositions, sorties and expeditions etc.
And you just need to go to Youtube and search Kancolle November 2013 event for videos on how the sorties themselves look like.
It looks like every card collection game every. Not stack based, you just trade hits. I'm sure there is some sort of speed stat. Seems to have a ranged(air, maybe torps also) phase between rounds. All the examples I saw were beatdowns so I'm not sure if there is a round limit.
Since I can't understand anything, it's hard to say how much strategy there is. although fleet composition(both types and xp I bet) is probably far and away the biggest thing.
I sense ones appreciation of the game would go down alot if you can't understand what the ships are saying as they seem to say amusing things in battle.
I can't believe that actually is a standalone client. The manga any good?

Long story short, some bloggers tracked down surviving crewmen of some of the ships featured in Kancolle. In this case, it was a 90-year old seaman who served on Yahagi. They gifted him a copy of the official Kadokawa Anthology, and of course an image of Yahagi herself.
As for the interview, there's this little line from it:

The reason why I decided to create this game in the first place was so that people would not forget about all the warships that served and sunk in World War II. I’m very happy that Shukan Post decided to do a feature story on this.”
Kancolle's unexpected popularity has led to limitations being imposed on new accounts. Players have to go through a lottery system for new account slots. It is estimated that Kancolle has more than 1.5 million registered users.
Despite its popularity, Kancolle's 'play-to-play' features are relatively limited when compared to other 'freemium' online games. This was to ensure that lots of people would be able to learn about the history behind the ships.
"We’ve done our best to ensure that there are no items which you have to pay money for. I hope that players will try their best to not pay for in-game resources, even with the new ‘Large Shipbuilding’ feature we’ve just installed at the end of last year. New chapters on both Itsuka and Shimakaze are translated, by the way.
In Itsuka, we see a massed-sortie against an attack on the base itself, as well as a visual confirmation on just how archers = cariers: their arrows literally turn into planes.
In Shimakaze, mostly Shimakaze being a thoughtless jerk as usual, especially since she's paired up once more with Asashio.
What interested me about the Itsuka chapter was the Wo-class looking creepy. I'm much more used to them looking cute or hauntingly beautiful

Also lol at ensign Akai. "Technically he IS an admiral too." Really Aosaki?
Looks like the Maizuru Naval District (in the Kyoto area) seems to be the implied setting for Itsuka due to how the anthologies use that as the name of their "sponsor".
