Please look up what military equipment can do outside of media? He is actually UNDERSELLING an auto-cannon there, a .50 rifle loaded with AP will do what he described, and an auto-cannon is 2-3 times bigger then that

I don't see how the second IS an auto-hit though, since one can escape from that, it seems like it would follow the rules of a grapple IMHO, one person states intent, or DOES grapple, the second person either lets them or breaks free
Unless it is something like "Before he knew it the ground was crushing him" it seems relatively... I dunno, normal, and perhaps better for a cinematic appeal

That is illegal by definition here. Anything that directly and successfully affects an opponent's character without that player's say so is not allowed.

Even a surprise attack can be dodged; and for preference, it should only be a surprise to the character, anyway.
You're not in direct competition with the other player; your characters are in competition, and you are both describing how either character performs. Where a given character's accuracy and ability to hit comes in, trust in the other player's intention to play fairly comes in; ideally, a player should only describe their character dodging what that character could plausibly dodge, and what it would be fair for that character to dodge.
A player who describes their character as dodging everything is being unsporting. A player who describes their character as successfully affecting and/or damaging another's is cheating.

Now that I think about it, they do seem a little bit overpowered... I will come up with a plan to make them lose some power, alright?
