I hadn't actually heard of stoppage time before. But yes, the American system makes a lot more sense.
I guess this is what they called Fergie Time.

Actually, if you look at the spells she uses in that episode, all of them are applicable to the obstacles faced in that pilot:
- Mustache: for Sea Serpants
- Sleep-inducing music: For unruly Manticores
- High-scale Telekinesis: for repairing collapsed bridges; collapsing cliffs
Just picked up Fallouts 1 and 2 on Steam after noticing they were on sale (both in the sense that they were discounted, and in the sense that they were finally purchasable). I boot up the first one, make a character, and it plops me in front of a vault. There are rats everywhere that just love to bite people. And the game doesn't tell me how to do anything.
I mean, I realize it's most likely a relic of the time it was released, but relegating your tutorial to a out-of-game manual makes me somewhat less enthused to play.
Also, stealth seems to be completely useless. I'm beginning to think I should just make another character who's built to just blast everything to pieces.
Irish: I'd honestly skip fallout 1 and go straight to 2.

When play stops for injuries or whatever, they add the time at the end. Why they can't just stop the clock when that happens, I don't know.
