- Scoots is an only child. Boom, no siblings, period.
- Scoots only has brothers, no sisters. (And if this is in fact the case, I can relate pretty well.)
- Scoots had a sister, but she died in a tragic accident of some sort.
Keep in mind that it's easy to not show a character for some reason or another. Like they had things to do and just happened to be out at that time. Or Scootaloo is a latchkey kid of some sort, I dunno.
This "faculty lot" you speak of sounds like a place of great power...Or Scootaloo has siblings with whom she doesn't have a good relationship, and she envies that Sweetie belle and AB do have good relationships with their sisters.

Also, the main thing that we need to keep in mind when thinking about parents is what Kyler said: It's easier to not include a character than to include them. They aren't going to show Scootaloo's parents unless there's a good in-story reason.

When I read comics I tend to prefer stuff that isn't going to continue indefinitely. So stuff like Sandman that tells a full story beginning to end. I did read Ultimate Spider-Man for awhile though, I liked that.
