That does not imply a villain who is as strong, or stronger then either Celestia or Luna.
Hell if the finale is to be believed, Discord was just one or two Princesses away from being beaten without the elements.

And in those 15 seconds (assuming that the flashback wasn't shortened), he cursed the Crystal Empire while dealing with them blasting him, something that Celestia didn't think was possible.
Besides, the fact that 2x >> y does not imply that x>y. (Yes, Luna is weaker than Celestia, but they are still comparable in strength)

EDIT: There's also the fact that it was implied that Luna and Celestia were trying to literally kill him and weren't strong enough.

Just because Celestia didn't think it could happen does not imply that he is stronger in terms of pure magical force.
And yes I know that just because both are stronger then him does not mean that one of them is stronger then him, but I see nothing that suggest that is the case.

I see no elements, nor the implications of their use in the episode.
Are we sure that is what he did in his last moments, or something he prepared a while ago. Either way with that kind of ability you would think he would channel that towards defending himself.
And what does him being spiteful have to do with his magical ability/ raw magical strength?

The very fact that Celestia brought Luna suggests that, for a start. It would be a tactically idiotic move to bring Luna if she doesn't need her as it leaves Equestria effectively undefended. And this was a Celestia that current Celestia claims underestimated him. ie. He is stronger'' than Celestia thought even though Celestia thought that she was not likely to beat him alone.
Then, again, not killing him despite implying that they were trying to.
And again, cursing the Empire while fighting both of them.

Nothing. I was just commenting because I also noticed this:
ie. He was spiteful enough to choose to do that rather than defend himself better.
In any event, Celestia thinks it's something he did in response to being attacked.

Every time we hear about the sisters exploits it's always them together. I think it is a safe assumption that when ever they did anything they did so together, even if it was not technically tactically sound.
Also, where was it implied that they were trying to kill him?

And they'd want as much advantage as they can get, because when it comes to life and death, even being on equal footing is too much of a risk. Taking down Sombra would be at best a pyrrhic victory if Celly ended up dying of her wounds afterwards or being too incapacitated to return to ruling her country.
