Not quite. G3.5 of all things had a dragon villain, though she does have a change of heart by the movie's end. And there was some conflict in the occasional disaster or or injury, (seriously what's up with ponies in any of the cartoons winding up in danger when they ride a balloon?) and the special with G3 Rarity nearly had all the color drain from the world.

Short version is that unicorns are chosen by 4 color types to use a spell to summon rainbows for that year during a shooting star formation. Rarity was chosen as the pink representation, but shirked her responsibilities for having fun. Telleports by accident to Ponyville, and the plot is to get her back to the city of unicorns before the formation's over, or the world's colors will be drained. Think a slightly girlier Scootaloo with magic, and that's Rarity.
At Babs Con, Cathy Weseluck was asked by a Minty cosplayer about the role, and seems to remember it fondly. She even hummed/scatted a song from the movie with Brian Drummend.

They were awesome! Wish I'd been well enough to compete. Cloudsdale would have beat Ponyville in the medal count for sure. But hey, we won gold!
