It's mainly a case of raising expectations too high. If you tell someone a song is going to be the best thing ever, and it isn't they'll be disappointed, whereas if you don't tell them how great it is, they'll draw their own conclusions.

Slept in this morning and spent most of the day reading. Just now watching the episode. Thought today was gonna be the Breezies episode though. Weird. Anyway...

Exactly. Double Rainboom claimed to be a professional quality episode, so it was judged as such and it was terrible.
I've seen a lot of fanfic that are highly praised simply for having correct grammar and avoiding the obvious cliches. But even the best fanfics would be criticized if you judged them by the standards of published literature (well maybe not 50 shades, but you know what I mean).

Even if it's not by the author, it can still feel like false advertising. If you tell me something is the best whatever in the history of the medium, and it turns out that it isn't, I'm going to feel like I wasted my time. Whereas if I didn't go into it expecting a work of genius, I might be pleasantly surprised.
