He's not, he's an Earth pony, you can tell in the clip after he takes his cape and hat off.
About Rainbow Dash's birthday, that also means that the day she came to Ponyville was on her birthday, if the two milestones share the same date. Given what Pinkie did for Twilight when she arrived in the pilot, I bet Rainbow Dash had her first Ponyville birthday party before the day was over.
Also, given the date the episode airs, does that mean Rainbow Dash's birthday is officially February 1? I remember that Pinkie's birthday was figured out by a similar method, but the two episodes that mentioned her birthday would come up with different answers (Party of One and A Friend in Deed).

I remember when Weird Al was completely unknown outside of people (like me) who listened to the Dr. Demento radio show. Al was recording songs in his bedroom, just him and his accordion, and sending 39 cent cassettes in to Dr. Demento.

She never said WHAT line. She might have been meaning the "Well played Fluttershy, well played." Which was a pretty epic delivery and she mentioned it was how De Lancie said it, not the what, that was perfect, which this was.
