I recommend GIMP or Paint.net, or if you can find the (released) universal CD Key and an installer, Photoshop CS 2 (which Adobe accidentally publicly released a 'universal' CD Key for and never took it back).

Reaction Image RepositoryiPads aren't that good for drawing unless you got one of those precision tablet pens, also their chipset will always be slower than a good desktop with all the bells and whistles.

I'm pretty sure most professional artists have drawing tablets linked to a computer rather than drawing straight onto a tablet computer, but I'm no art expert.

Using a tablet and drawing on paper are two very different things, in my experience - a more expensive tablet will be more responsive and can lead to a better result, depending - a friend of mine had a lot of trouble with standard tablet, but he actually draws really well on a draw-on-the-screen style tablet, which are typically in the range of 3-400 + dollars a pop.
The thing is, if you're doing it for practice a better tablet simply might not be worth the investment. If you're working on a professional portfolio, don't be afraid to go high-end, but for what amounts to hobby work? A cheap one will do you fine.

Well, mobile devices will always be slower at working/loading/saving than a well-built desktop, especially for intensive image editing.
Don't knock it, a good stack of quality cartridge paper and a decent pencil can goa good way.

And Prim Hemline is voiced by Ashly Ball. Who knew she could do a passable accent like that? It says something about the voice talent that only the porter, the driver, and one or two other background stallions were the only ones with voices not done by the Mane Six actors.
