Visit my Tumblr! I may say things. The Bureau ProjectThey can. It's like in shounen long-runners a single manga scene is shoved in between a filler episode like a meat patty in a burger. CMC carrying the flag for Ponyville is literally the only somewhat important stuff that happened in the episode. But it still needs to stretch those 20-something mins somehow. That's why it's a filler. Nothing important or interesting happens. Ergo, it's a filler.

No. At worst that would mean it contained filler. For it to be filler, it can't contain any progression of a major plot-line.
The thing though is that this is a primarily Slice of Life show, so episodes with no far-reaching impact beyond it's inicial plot are the rule, and having astory arc is the exception to the rule. If anything, the continuity is the unique aspect. Suddenly calling everything else that was previously the standard format filler is taking it too far.
edit: What Sereg said. An episode is only filler if nothing of any plot importance happens in a series where plot is expected. A scene in an episode with plot progression is padding.

Standard format episodes focused on story, and had some kind of a point. This one has none. It's just there to give "CMC are chosen to carry the flag" scene an entire episode. There's not even a moral. Bare semblance of it is "you shouldn't let your idols overshadow who you are" but that's literally the moral of the episode before it.
Would you really raise eyebrows if CMC showed up carrying the flag on a later episode without this one? If anything, I'd be surprised if some other fillies carried it. This episode is entirely pointless.
