The Bureau ProjectI wouldn't necessarily call it representative of progression, just that the larger cities tend to be geared in ways that's better for some ponies than others. Having lived in a couple of different major cities I can say it's very clear that different cultures and major career fields tend to develop, so it doesn't surprise me you'd get like, a Rich city like Canterlot, and an Industrial city like Manehattan. Those divides just served the tribes better, due to the clear divides.
By contrast a small town doesn't really have anything that makes it that unique, so it draws all ponies in equal measure. I doubt that small cloud cities are really all that viable, and there'd be plenty of non-aristocratic unicorns who probably don't care for the mountains or somesuch.

It was founded by Earth Ponies(The Apple Family), but other ponies started to show up to capitalize on some stuff, and it turned into a settlement that evolved into a town. It's population is still probably heavily earth-pony influenced, but with a small population there's not as much room for a significant racial trend to emerge. Though given it's become the epicentre of harmony, it's unlikely one will.

The Bureau ProjectYeah, I think it's just a case of those areas having large concentrations of certain races from the pre-princess periods, and most ponies simply don't have much motivation to move to another major city. And in come cases (Cloudsdale) it just isn't practical for other ponies to live there. When the races have different abilities, it's natural that they'd naturally group themselves in areas suitable for those abilities.
@Irish: Ponyville was founded by earth ponies, but as far as I can remember, the current mix of the town has always been pretty even.

@Ed She really could give Rarity a run for her money in terms of how posh she sounds. I just loved the way how she said: "Cutie Mark Crusaders" when she announced whose going to bring the flag to the Equestria Games.
