For the longest time I tried to understand who was who, then I remembered the "casually eating" part, figured the Gender Bender and it makes complete sense.
Now the $1M question: who would Reese be? I vote for Drill Sergeant Nasty polar bear.
I don't think any of them are meant to be characters from the movie, I think this is just more of a, "what if Po I took place in the world of Zootopia". Like, I don't think bunny Harold is supposed to be a gender-bent Judy or anything.
I think Reese would probably be a timberwolf, personally. It just fits. Plus, we see plenty of those in the movie working as private security. Fits the profile.
yeyBut Root and Shaw are based on male characters from Zootopia, while Finch is based on a female character, so I assumed that to add Reese you'd need a character that is female in Zootopia, and I don't think there is a female timberwolf depicted (but there is a female polar bear). But maybe there is another female police officer (other than "the elephant in the room") that would be more fitting?

Not gonna lie, when I first saw the original concept for the movie, the one where Nick runs an underground club, I immediately imagined him acting like Tyler Durden from Fight Club.

The characters in that picture aren't based on specific characters in Zootopia. They're their own people, just if they were talking, bipedal animals that populate Zootopia. Shaw isn't a gender-swapped Manchas- there's no scar over her right eye.

I wonder what franchises like Star Fox and Sly Cooper would be like in Zootopia? Would they be the same as our universe, or would they be about humans instead of animals? Or would they be different names or mediums? Like Star Fox in this universe, would be a TV show called Lylat Wars, and that game called Brutal: Paws of Fury would be Zootopia's Street Fighter.

I remember they did something similar with Cars; either that, or it was just people in WMG coming up with alternate names for media filled with automotive puns. My personal favourite was Driving Under The Influence.
What would the Zooified version of that particular series be called? Grand Theft Antelope? That wouldn't make any sense, because you'd still be stealing cars/boats/planes/whatever.
Those sell-by-dates won't stop me because I can't read!Can I say I find Bellwether one of the scarier recent Disney villains? Mostly because despite the whole being-an-anthropomorphic-sheep thing she's pretty terrifyingly realistic. Not to name names but I can think of quite a few people throughout real-life history, including the present, who'd likely agree with her...
And for fictional comparisons... couldn't you just see her going out for drinks with Dolores Umbridge and Eleanor Iselin?

The problem with Bellwether, though, is that she's never really explained, if you know what I mean. She may have attempted to incite a species war, but was it out of genuine speciesism or just to hold on to power for it's own sake? Did she have a Freudian Excuse like Judy, her foil? Is she a victim of a speciesist upbringing or environment? Has she just had the worst possible luck with predators throughout her life, literally not ever meeting a single good one? There's too many variables and Alternate Character Interpretations here to say if she's a Tragic Villain, Well-Intentioned Extremist or a plain ol' Politically Incorrect Villain.
Of course, I'm not suggesting that she didn't do bad things; that much is obvious. What I am suggesting is that we're given a surprisingly large amount of leeway in interpreting her whole deal, which is why I like her. As far as animated villains go, I mean.

Those sell-by-dates won't stop me because I can't read!I think it was clear to me that Bellwether may have been downtrodden in life, but ultimately she wanted power for its own sake. What we see of her at the office is that she's mistreated a lot by Lionheart and not treated like an equal, just a token for votes as she puts it. But it takes more than just one bad term to cause one to turn into a sociopath. Judy's line "so that's it? Prey fears predator and you stay in power?" tells me that Bellwether's aim was thus her own permanent advancement, not prey getting better treatment. So not a Well-Intentioned Extremist, but a greedy dictator in the making.

Her lack of a Freudian Excuse makes her that much more realistic to me. Many RL racists have never been wronged by people of other ethnicities, they just feel like those people of other ethnicities would wrong them if they got the chance. We were discussing it in OTC but in Europe, far-right parties are more influent in rural areas with little diversity, while cosmopolitan cities are usually far less receptive to hate speeches.
