It's definitely possible that Disney is downplaying the police procedural aspect to play things safe, but I hope no one here is actually giving much weight to the "copaganda" criticisms. A police force that didn't notice the race war being organized right under their noses until the rookie they were actively snubbing teamed up with a career criminal isn't what I'd exactly consider a "glamorized portrayal". I guess the problem those people had is that it portrayed law enforcement as being capable of changing for the better at all, but surely those critics represent an extreme minority and don't at all reflect the majority of audience opinion?

I did notice that the figure of Nick in the Zootopia diorama at D23 showed him still having a police badge in his open wallet, so my guess is maybe that the police procedural stuff will just be downplayed instead of just being thrown away. I guess we'll have to wait and see, though.
Also, unrelated, but based on what I saw of the Zootopia subreddit, this series has one of the most eccentric fanbases I've ever seen. A not-insignificant number of the posts I saw that weren't about Zootopia 2 involved people very aggressively shipping Nick and Judy, and the ones that were about the new movie seemed upset that they were confirming that reptiles and pinnipeds were also sentient in the movie's universe, seemingly because they wanted it to be that only the mammals were sentient.

Except it's been a fact of life since Zootopia's inception while in Beastars they had to go through the whole manga plotline before someone finally got the fucking idea of "Hey instead of just slaughtering one another and selling their meat on the black market we can just eat fish!"
Anyway the clip looked great, and I can honestly say I didn't expect to see a snake. Seems more like it'll be a plainclothes thing, too, going by description.

Ehh not really, it was mentioned in the book but never outright stated in the movie. So it's more of those "added material" thing. As for Beastars it eventually didn't matter anyway since they didn't pursue it, but the concept of sea life has been a thing since the early chapters.
I do wonder with the whole fear of cop depiction in the West, it's one of the reasons why the Zootopia land from Shanghai won't get a release in the Western parks, especially when its major ride is you joining Nick and Judy chasing Bellwether.

So yeah it seems like rather than a new city we'll just get more exposure to places outside of the city's main boroughs.
But I think that Shanghai Disneyland got the Zootopia World because the movie was gut-bustingly popular over there (the government even put out a statement about "Don't like this too much" because Communist China is going to Communist China) rather than any kind of cop dislike in the West.
The fact that we at no point see no reptiles during a city wide crisis in the first movie is vexing. Even setting the reptiles in another country or city is kind of troubling in a 'no immigration is ever shown until it is' way.
Especially since snakes and crocodiles are carnivores and so would also fall under the controversy that was the focus of the first story.
