I'm pretty sure that it was Nunnally who's still serious about it. I mean, she can hardly bring it up with Euphie without asking if she (Euphemia) is still serious about marrying Lelouch.
We also cannot forget about that one OVA. I think it was called Nunnally in Wonderland or something along those lines? There's a scene in there where C.C. warns Nunnally about Lelouch's siscon tendencies and not only did she brush those warnings off, she outright said that unless she met someone whom she considered better than Lelouch she would not marry anyone else.
Lelouch slowly getting a harem is also a sub-plot in Code Geass: The Prepared Rebellion and so far he's been with C.C. and Sayoko.

That is a very informative analysis, although I have reservations about the supposed tendency towards "unsuccessfulness" of straight-up harem-genre manga/anime when it comes to harem dynamics.

Are there some examples of good, well-written harem fanfics that could be used to illustrate the guidelines? I haven't found very many.
(Okay, admittedly I'm partly just fishing for recommendations in a category weighed down with a lot of bad ones, but I DO think this would help the discussion.)
Fate/Stay Life by Ma-Kir on A03. It's the best written take on Shirou having a polygamous relationship with Saber, Rin, Sakura, and Rider that I have ever come across (For the record, Rin and Sakura are not incestuous with each other). And it does this while still developing and challenging each character with dramatic circumstances and self-reflection that, in my opinion, feels true to each character and to Nasuverse writing as a whole. It's pretty long as well, clocking in at 94 chapters and still going.
The Legacy of the Most Unpredictable Ninja and Fox Scroll are my favourite xover harems fics
Hey, Nunnally and Euphemia did compete with each other over who gets to be Lelouch's wife when they were kids. (It was just a phase in canon, though... and apparently Lelouch still thinks they're still serious about it.)
Also, Lelouch/Nunnally shipping is a thing. Rule 34 and similar principles generally do not discriminate on basis of familial relations.
