The reason S.H.I.E.L.D. was able to capture Blade after the registration act was passed is that he was incapable of getting away without killing one of them.
Looking past why the story was stupid (He has an aversion to killing S.H.I.E.L.D. agents even after everything the organization has put him through? They are seriously keeping the day walker restrained with handcuffs? What right does a foreign power have to enforce a sovereign nation's laws anyway? He had every right to shoot that man) it does seem to be a recurring theme.

But SHIELD was only brought up as an example to support the discussion of the validity of Batman as a user of potentially lethal force, and I have no idea who Blade is or what he has to do with anything, so that threw me off.
